On September 15, 2017, the California Legislature passed AB 1505 Land Use: Zoning Regulations (also known as Palmer fix). AB 1505 allows local government to require affordable housing units in new rental developments. On October 24, 2017, the Housing Department provided the City Council with a report regarding potential changes to the Affordable Housing Impact Fee (AHIF) and Inclusionary Housing Programs, and the impact of Assembly Bill (AB) 1505 on those programs. As a result of the approval of AB 1505, once the San Jose City Council adopts these changes to the Inclusionary Housing Program, it will govern both rental and for-sale developments. The Housing Department is hosting a meeting to discuss the impact of AB1505 and the transition of San José's current affordable housing programs.
