Recycled Water Policy Advisory Committee

PURPOSE: The Recycled Water Policy Advisory Committee (RWPAC) tenders advice to the City Council of the City of San José and the Santa Clara Valley Water District on matters under consideration by those legislative bodies relating to the production, distribution and use of recycled water.

AUTHORITY: RWPAC was created by the execution of the Recycled Water Facilities and Programs Integration Agreement on March 2, 2010 between the City of San José and the Santa Clara Valley Water District. The City of San José, as the administering agency for the San Jose/Santa Clara Water Pollution Control Plant (Plant), a joint powers agency of the State of California, manages and operates the South Bay Water Recycling Program and System (SBWR). The Santa Clara Valley Water District (District) is the primary water management agency for Santa Clara County, providing wholesale water supply, groundwater management, and flood management.

COMMITTEE MEMBERSHIP: RWPAC consists of 6 members. Three members are appointed by the Board of Directors of the Santa Clara Valley Water District. Three members are appointed by the City Council of the City of San José from cities and/or agencies with voting membership on the San Jose/Santa Clara Treatment Plant Advisory Committee, with one member being a member of the City Council of the City of San José and one member being a member of the City Council of the City of Santa Clara.

MEETINGS: RWPAC meets regularly on the third Thursday of April at 10:00 A.M. at the San José City Hall, 200 E. Santa Clara Street, in even numbered years and at District Headquarters, 5700 Almaden Expressway, San José. Special meetings are called as necessary by the RWPAC Chair. Notice of all meetings conform to applicable requirements of law, including but not limited to, noticing requirements adopted by the parties for their respective advisory committees, boards, and commissions.

BENEFITS: The members are not compensated by the Committee for their attendance.  The District members may be compensated as part of their normal meeting stipend allowance.

ATTENDANCE: The Committee Members are expected to attend all Committee meetings.
