SENIOR PARKING CONTROL OFFICER (2453)
CLASS PURPOSE
Under direction, performs supervisory parking/traffic control work of routine difficulty for a crew of Parking Control Officers for the purpose of enforcing motor vehicle parking regulations. Also may include supervision of direction of vehicular and pedestrian traffic at specific intersections or other specified locations, such as the San Jose International Airport and San Jose Arena. Responds to citizens' complaints, assists in the enforcement of the Airport Ground Transportation regulations, and other related duties as required.
TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
- Supervises Parking Control Officers.
- Schedules, assigns, and reviews work performed by subordinate personnel.
- Performs public relations services such as providing information and assistance to the Citation Processing and Parking Adjudication staff, other departmental and City staff, and to the general public.
- Issues parking citations.
- May respond to medical emergencies and may provide First Aid or CPR.
- May perform traffic control activities and provide direction to subordinates in traffic control activities as needed.
- Coordinates with Traffic Engineers in planning events and impacts of traffic control alternatives.
- Assists in developing parking control strategies.
- Mediates in disputes between parking/traffic control officers and the public.
- Analyzes data and develops recommendations for improvements to the enforcement function.
- Effectively manages budget and other resources to provide optimal enforcement.
- May supervise the direction of vehicular and pedestrian traffic at assigned intersections or in City-wide special situations such as traffic accidents, public safety emergencies, intersections with inoperative traffic signals, and in designated areas within the San Jose International Airport and San Jose Arena to expedite safe and orderly movement of traffic; may direct pedestrians in crossing from curb to curb at intersections.
- Assists in surveys of parking facilities and performs on-street parking studies of occupancy and duration.
- May assist in performing parking meter collections.
- May represent City at towing hearings.
- May perform special enforcement assignments supporting City programs such as street sweeping, street paving, code enforcement, and other designated activities.
DISTINGUISHING CHARACTERISTICS
This class is in the Parking Control series. It differs from Parking Control Officer in that
members of this class supervise members of the latter class.
QUALIFICATIONS
Minimum Knowledge, Skills, and Abilities
- Knowledge of the principles of supervision.
- Knowledge of traffic laws and regulations applicable to the safe operation of a motor vehicle.
- Ability to read and understand laws, ordinances, departmental policies, rules, and regulations.
- Ability to supervise, train, and evaluate subordinates.
- Ability to communicate clearly and concisely both orally and in writing.
- Ability to operate a motor vehicle (including a 3-wheel vehicle) safely and in accordance with traffic rules and regulations.
- Ability to establish and maintain effective working relationships with co-workers and the general public.
Competency Knowledge, Skills, and Abilities
- Knowledge of applicable sections of the San Jose Municipal Code, departmental regulations and policies, and the California Vehicle Code.
- Ability to provide lead guidance to subordinates.
- Ability to prepare clear and concise records of work performed.
- Ability to be courteous to members of the public in difficult situations.
- Ability to obtain and maintain First Aid and CPR certification.
Education
Completion of high school, or General Education Development (GED) Certificate, or California Proficiency Certificate.
Experience
Two (2) years of experience requiring independent decision-making and considerable contact with the general public in parking control enforcement or a similar regulatory function.
Acceptable Substitutions
An additional year of education may be substituted for a maximum of one (1) year of work experience.
Licenses/Certificates
Possession of a valid driver’s license authorizing operation of a motor vehicle in California is required. Possession of First Aid/CPR certification may be required.
