ASSOCIATE ENGINEERING TECHNICIAN (3713)
CLASS PURPOSE
Under general supervision, performs a variety of sub-professional engineering, architectural and landscape architectural work of moderate difficulty in design, drafting, project management, traffic engineering, maintenance engineering and office engineering. Performs related work as required.
TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
Performs roadway, building, landscaping and other project drafting, including structural detailing, for final plans; prepares contract specifications, revises less complex engineering and/or architectural designs within established limits; plans and may supervise the preparation of construction drawings, maps and other assignments; may supervise and train subordinate personnel in routine drafting assignments.
Conducts traffic surveys, and prepares findings and recommendations, recommends needed traffic control devices, coordinates work with other public agencies, assists in supervising the installations and maintenance of traffic control devices, designs and prepares specifications on major projects.
Performs sub-professional engineering, architectural and landscape architectural studies of moderate difficulty for projects that involve considerable independent collection and analysis of data.
Set timing of traffic signals, determines proper operational characteristics (planning, splits, etc.) of signalized intersections, analyzes non-signalized intersections, analyzes existing signalized intersections, maintains records pertinent to traffic signal operation, performs other traffic signal operation studies when necessary.
Handles citizen complaints on hazardous intersections and makes accommodations for improving traffic safety at the intersection; reviews and resolves traffic problems affecting safety of school age children; recommends placement of adult crossing guards.
Develops standards for traffic signs delineation and pavement markings to ensure the safe and orderly movement of traffic; studies, evaluates and determines the need and provides for the installation of regulatory, warning, guide, and construction signs.
Through the letting of small repair contracts, coordinates the completion of work order assignments dealing with major building maintenance items, such as: painting, re-roofing, carpeting installations, installation or repairs of mechanical equipment (heater, boilers, air conditioners, water heaters, elevators, etc.) electrical modifications, plumbing work, building alteration, custom cabinetry, etc.
May provide lead direction to entry level Engineering Technicians and other assigned personnel.
Reviews and interprets construction plans and specifications and consults with supervisor on deviations.
Designs street light systems, including preparation of maps, diagrams, plans, contract documents, specifications and cost estimates; alters existing criteria in order to meet new requirements.
Reads construction plans, maps and survey field notes to produce a contiguous map of the City; prepares computer readable data to produce maps and reports; prepares formats; prepares work orders for changes in the computer model
Responds to citizen and public agency requests regarding parking; conducts investigations; determines appropriate parking restrictions.
Performs technical planning and research, basic design approach and the layout of a project and its electrical, mechanical and hydraulic aspects; prepares engineering drawings, contract specifications, and cost estimates.
Reviews, evaluates and recommends establishment or modification to design related to traffic signing and delineation; ensures that safety, environmental and community values are considered; conducts field inspections of signing; develops standards.
Analyzes roadway improvement priorities; separates capital improvements from general improvements; reviews aerial prints and maps; researches plans and records of survey; and field checks projects.
Supervises and schedules traffic checkers to provide accurate volume counts (i.e. vehicle, pedestrian, truck, etc.); develops procedures.
Issues building permits for swimming pools, spas, screened rooms, and patio covers; maintains tract map files; maintains tract map files; maintains annexation map.
Stores data on computer tape of maps and engineering data for quick retrieval; uses computer for drafting operations and for solution of engineering computations.
May record field notes and prepare maps and sketches from survey data; gathers information and data to determine needs and work methods for proposed surveys, sets up, adjusts and operates basic survey instruments.
May inspect actual field construction of rough and finished grading, storm and sanitary sewer systems, placement of bed rock, installation of concrete structures, utility installations, street lights, signal systems, other electrical installations, municipal buildings, and landscaping to ensure quantity and quality of improvements.
Makes field observations and compiles and analyzes data to support the setting of changing of speed limits.
Performs field work, geological and historical research, research into soil condition and type, seismic hazards, etc. and prepares environmental clearances and EIR’s.
DISTINGUISHING CHARACTERISTICS
This class is the journey level class in the Engineering Technical series. Incumbents of this class perform a variety of sub-professional engineering, architectural, and landscape architectural work in design drafting, traffic engineering, and office engineering, under the general supervision of a higher level employee, as assigned.
This class differs from the next higher class of Senior Engineering Technician in that incumbents of the latter class may supervise a technical unit and perform sub-professional engineering work.
QUALIFICATIONS
Minimum Knowledge, Skills and Abilities
Knowledge of mathematics, including algebra, geometry and trigonometry.
Knowledge of the principles, techniques and terminology relating to surveying.
Knowledge of the principles, techniques and terminology relating to public works inspection.
Knowledge of basic engineering practices.
Knowledge of basic architectural and landscape architectural practices.
Knowledge of principles, techniques, and terminology of civil engineering, architecture, and/or landscape architecture.
Knowledge of principles, techniques, and terminology of drafting.
Knowledge of the principles, techniques and terminology relating to traffic engineering.
Knowledge of and ability to use computer applications and systems.
Knowledge of the principles and functions of supervision.
Ability to make engineering computations.
Ability to perform a wide variety of complex drafting work, using various instruments.
Ability to understand and follow oral and written communication.
Ability to read and interpret plans and specifications.
Ability to maintain effective public relations.

Education
Successful completion of high school, or possession of a General Educational Development (G.E.D.) Certificate, or California Proficiency Certificate.
Experience
Four (4) years of increasingly responsible sub-professional engineering/technical support experience of which two (2) years must have been in a position comparable to the level of a City of San José Engineering Technician II or close equivalent.
Acceptable Substitutions
There will be no substitute for the education requirement.
Successful completion of two (2) academic years or sixty (60) semester units of college level engineering technology courses or related field may be substituted for the two (2) years of sub-professional engineering/technical support experience.
There will be no substitute for the two years experience comparable to the level of a City of San José Engineering Technician II or close equivalent.
Licenses/Certificates
Possession of a valid driver’s license authorizing operation of a motor vehicle in the State of California.
