Shivaun Nurre, Deputy Director
- Ms. Nurre was appointed to the position of Assistant
Police Auditor in January 2007 after serving as the Interim Auditor for four months. She has ten
years of public sector experience as a Deputy County Counsel for Santa Clara County. Her legal
experience spans the areas of civil litigation, employment law, criminal justice and workers
compensation. She obtained an undergraduate degree in history from the University of California
at Riverside and then worked for several years at the Congressional Research Service within the
Library of Congress before obtaining her Juris Doctor from the University of California at Davis.
Diane Doolan-Diaz, IPA Senior Analyst -
Ms. Doolan-Diaz joined the Office of the IPA in March of 2006 with over ten years of experience advocating
for individuals who have physical, mental and developmental disabilities. Ms. Doolan-Diaz is the former
Program Director of the Mental Health Advocacy Project, the past Vice-President of the California Coalition
of Mental Health Patients’ Rights Advocates, and a former instructor in the Crisis Intervention Training
Academy of the San José Police Department. She earned her Juris Doctor from the University of California
Hastings College of Law. Her Bachelor’s degree was obtained in her state of origin, from Southern Connecticut
State University. Ms. Doolan-Diaz is a certified mediator and volunteers for both the City of San Jose’s
Collaborative Resolution Program and the County of Santa Clara’s Dispute Resolution Program. She is fluent
in English and speaks conversational Spanish.
Vivian D. Do, IPA Senior Analyst -
Ms. Do joined the IPA from the private sector eight years ago with specialized experience in information
technology. Ms. Do enjoys the working environment at the IPA where she can focus her technical skills
on computer and technology related needs, including data analysis, database management and desktop
publishing. Her skills are an integral part of the process of producing the IPA annual reports.
Ms. Do earned a Bachelor of Science degree from San José State University, California.
Brenna Silbory, Analyst II - When Ms. Silbory joined the IPA
in November 2010, she had been working for justice for over a decade. After one summer as a farmworker,
she decided to pursue a formal education, attending first community college and then her local university,
CSU Chico, where she studied international relations. After working as a project manager in local economic
development efforts in the Chico area, she was drawn to the work of the Civil Justice Clinic at UC
Hastings College of the Law. For her volunteer advocacy on behalf of homeless neighbors, she was awarded
Pro Bono Publico honors during law school. As an attorney, she practiced housing, mental health, civil
rights, and First Amendment law. During her legal practice she served clients from the many communities
who make their home in San José and was a volunteer board member at Somos Mayfair. Additionally, she
has worked as a field organizer in a congressional race and a fundraiser in the nonprofit sector. She
continues to enjoy study in a broad range of subjects, including recently completing a certificate in
project and program management, developing her conversational Spanish language skills, and researching
the economic, political, and social causes of the Great Recession.
Jessica Flores, Office Specialist - Ms. Flores joined the IPA office in June of 2006. She attended
Administrative Assistance classes at West Valley College and uses that training as the front lobby
receptionist. She greets visitors, answers questions for complainants, and directs them to appropriate
sources. She enters case information on databases, creates and maintains case files, and helps where
ever needed.
