Advancing the City’s Economic Strategy
Mayor Reed has been a strong advocate of the City of San José's comprehensive Economic Strategy, which was most recently updated in 2010 to guide policy, investments, and partnerships for the next five years (read the Economic Strategy 2010-2015).
In conjunction with the 2010 update, Mayor Reed outlined a set of short-term priorities from within the updated Economic Strategy. These 4 strategic goals and 15 action items address San José's top economic development priorities: to regain jobs for our residents and to bring in new revenue for City services and infrastructure improvements. Implementation of these goals and action items is one of Mayor Reed's top priorities during his second term in office.

Encourage Emerging Companies and Growth Sectors that Can Drive the San José / Silicon Valley Economy and Generate Revenue for City Services and Infrastructure;
Preserve and Strengthen Manufacturing-Related Activity and Jobs.
Nurture the Success of Local Small Businesses.
Improve the Speed, Consistency, and Predictability of the Development Review Process, and Reduce Costs of Operating a Business in San José.
Mayor Reed’s Prioritized Short-Term Action Items From the City of San José’s 2010 Economic Strategy

Retain the availability of local incentive funds to help attract driving-industry companies.

Develop new financial tools to improve our competitiveness at attracting driving-industry manufacturing companies that generate business-to-business sales tax.

Develop new tools like sales tax-sharing agreements to fund necessary predevelopment and transportation improvements to move retail projects forward.

Expeditiously advance current retail projects on existing sites through the planning stage.

Protect and improve trucking and freight transportation access to the City’s key employment areas.

Develop a new master permit program for small retail leases in large shopping complexes.

Retain the Special Tenant Improvement program and the Industrial Tools Installation program to expedite permit review for expanding companies.

Continue working with the Diridon Area Good Neighbor Committee to sensitively integrate the Diridon Station area development with HP Pavilion and surrounding neighborhoods.

Maintain a cost-conscious, competitive operating environment to successfully compete with other major airports in the Bay Area and across the nation in retaining and attracting air service.

Explore issuing an RFP to develop the property on the west side of the airport to support general aviation demand by Silicon Valley companies.

Engage Silicon Valley community and corporate leadership to assist the airport and its partners to secure additional air service.

Expand and upgrade the Convention Center to increase its capabilities as a modern meeting venue.

Complete the San Pedro Square Urban Market project, integrating historic resources and new shopping experiences into a cohesive, unique destination.

Enable construction of the San José Earthquakes / Major League Soccer Stadium on the Airport West property.
15
Continue planning for a Major League Baseball facility in the Diridon Station area.
