Stanford Institute Presents Research on San José's Pension Crisis

Mayor Reed participated in a panel to discuss a research study conducted by the Stanford Institute for Economic Policy Research (SIEPR) which found that California’s public pension system (CALPERS) and the City of San José’s two retirement systems are severely underfunded and in need of reform.
“We’re in a very difficult spot. We don’t want to go the way of Pritchard (AL) or Central Falls (RI) because we want to be able to pay people in retirement. We also have to deliver services to the people of our city. We’ve already laid of cops, laid of firefighters, closed libraries, closed community centers, and we’re not done. So, when do you cease becoming a city?”

California Redevelopment Association's Annual Conference

At the California Redevelopment Association’s annual meeting, Mayor Reed delivered a keynote speech in which he spoke about the tremendous impact that redevelopment has had in San José. Calling redevelopment one of the only tools that California cities have for economic development, Mayor Reed cited specific efforts that have helped rebuild downtown, create tens-of-thousands of jobs and ensure that numerous leading technology companies - like Adobe and Cisco - stay here and grow here

Little Hoover Commission

Mayor Reed was invited by the Little Hoover Commission in Sacramento to discuss the long-term implications of current structures and trends within today’s pension programs.
“The reality that we all must face is that employee costs – as the Santa Clara County
Grand Jury reported in June of this year – are unsustainable. Cities are in the service
business; as a result, for the majority of cities, employee costs are the largest part of our
budget.”

Brookings Institution Forum

Mayor Reed traveled to our nation’s capital in July to participate in a Brookings Institution and National League of Cities forum entitled "Export Nation: How U.S. Metros Lead National Export Growth and Boost Competitiveness."
“The number one thing for our Silicon Valley companies, who are exporters and who are growing and were hiring people even during the recession, is don’t make it worse. Don’t change the policy on deferral of tax on foreign earnings. If you’re going to do a tax policy change, do it in a comprehensive way, not just to pay for something, but to look at the impact because we would have a dramatic negative impact on the companies that are exporting and creating jobs by changing that deferral of tax level.”

Annual Speech to San José Rotary Club

During his annual speech to the San José Rotary Club, Mayor Reed discussed the city’s record $116 million budget deficit, how the city got into such a financial mess, and the structural reforms necessary to bring San José back to fiscal health.
“We need to limit the power of arbitrators to keep them from spending money we don’t have, to keep them from creating unfunded liabilities like has happened have in the past, and not spending all the money if we happen to get some increases.”

Earth Day

On the 40th anniversary of Earth Day, Mayor Reed delivered the keynote address for the session “Getting to Work – How San José’s Green Vision is Transforming the City” at San José State University, the alma mater of Earth Day co-founder Gaylord Nelson.
“The graduates of San Jose State University…[will] determine where we are on Earth Day 40 years from now and whether we can point back to today and say that the air is cleaner, the water is cleaner, and we’ve solved some of the environmental problems facing the country.”

Mayor Reed joined Governor Schwarzenegger and Governor Rendell of Pennsylvania at the San José-Santa Clara Water Pollution Control Plant to highlight the need for infrastructure improvements nationwide.
“This plant is 50 years old, the infrastructure is decaying and we’re in the process of replacing the most important pieces of it. But there is still more than a billion dollars necessary to bring this plant back in the 21st century.”

SJ2020 Launch

Mayor Reed and Santa Clara County Superintendent of Schools Charles Weis, Ph.D. came together to launch SJ2020, an ambitious collaborative initiative to ensure that all San José students in the County score at proficient or advanced levels on state assessment tests by the year 2020.
“This is the opening round, the chance for you to get involved on behalf of yourself and your organizations to help us close this achievement gap. It is a goal that is difficult, a goal that is entirely within our ability to achieve. We can do it; we are the creative, talented center of world innovation. We can do it here, but only if we collaborate.”
