Bid Line: A Vendor's Guide for doing business with the City of San José


Vendor Registration

For Purchasing solicitations, click on “Current Bids” link shown below for a list of all bid opportunities.  If you are interested in participating in these solicitations, you must register on-line with our third party provider BidSync (http://www.bidsync.com/) and complete “Qualifications for this Agency” if applicable.  There is no cost to Vendors to register and participate for City of San Jose Bids. When you register, it is very important to select all of the commodity codes for the products and/or services that your company sells.  If you have any problems registering on-line, please contact BidSync toll-free at (800) 990-9339. By registering with BidSync you will be recognized as a vendor that is interested in doing business with the City of San Jose and also have access to bidding opportunities from other public sector agencies. 

Insurance

Vendors who perform a general service for the City will be required to submit proof of insurancecoverage as specified by the City of San Jose's Risk Manager. Questions regarding the City's insurance requirements can be answered by calling (408) 535-7060.

Environmentally Preferable Procurement

The City has adopted an “Environmentally Preferable Procurement” (EPP) program. The goal is to encourage the procurement of products and services that help to minimize environmental impact resulting from use and disposal of these products.  A description of the program and the adopted Council Policy may be found in the City’s internet site at the following link: 

Local and Small Business Preference

The City of San Jose is very committed to promoting opportunities with local and small businesses.  It is the policy of the City of San Jose to encourage local and small business activity.  Effective June 18, 2004, the City adopted Ordinance 27136 which established a Local and Small Business Preference Policy for the procurement of supplies, materials, equipment, and services. 
In order to receive the Local and Small business preference, suppliers must meet the eligibility requirements and complete the “Qualifications for this Agency” as may be applicable for on-line registration and electronic submission.  For hardcopy submission, a completed and signed Local and Small Business Preference form must be included in the bid package.  If these forms are not properly completed and submitted with bid, the preference will not be granted, even if your business qualifies.  Details of eligibility and preference is described below:

Local Business Enterprise (LBE):

Small Business Enterprise (SBE):

Suppliers must have a current San José Business Tax Certificate Number and have an office in Santa Clara County with at least one employee.

·    If the basis of award is price determinative (awarded to the low bidder) then the amount of the preference shall be 2.5% of cost.

·    If the basis of ward is points determinative (“best value”) then the amount of the preference shall be 5% of total points.

In order to claim the additional SBE Preference Suppliers must first qualify as an LBE and have a total number of employees of 35 or less (regardless of where they are located).  Note:  The SBE preference may not be claimed if the supplier does not meet the LBE requirements. 

·    If the basis of award is price determinative (awarded to the low bidder) then the amount of the preference shall be an additional 2.5% of cost. 

·    If the basis of award is points determinative (“best value”) then the amount of the preference shall be an additional 5% of total points.
