SAN JOSE'S HARD-TO-COUNT MAP

Hard-to-Count Areas

The U.S. Census Bureau scores all Census tracts in the country based on the correlation between a variety of housing, demographic, and socioeconomic variables and non-response to mailed Census questionnaires. Census tracts with higher scores are considered Hard-to-Count (HTC).

The City of San Jose has created a HTC map which shows the HTC areas in San Jose. Tracts that have a hard-to-count score of 51 or more are generally, but not exclusively, considered hard to very hard to count, and are more likely to be the areas with relatively high non-return rates and undercount rates for the upcoming 2010 Census.
