COUNCIL
REFERRAL PRIORITIZATION SESSION
Mayor Gonzales welcomed all attendees
to the first of two sessions on outstanding City Council referrals and
priorities for 2001. He stated the sessions will focus on policy making and
give guidance to City Staff as to the Council’s top priorities for the year. He
stated the working sessions are being held now to allow newly elected Council
Members to participate and subsequent meetings will be held annually in
October. He stated today’s focus will be on existing referrals, i.e., those
sent to the Administration by this or previous Councils, that the October
session will address Council referrals submitted after this workshop date, and
will set the or the calendar year 2002. To outline the prioritization process,
he stated Council will review all outstanding referrals by City Service Areas
(CSAs), that a referral can be dropped or deferred by a formal motion and those
remaining on the list will be prioritized by a rating system to be described by
Staff. City Manager Del D. Borgsdorf explained how Investing in Results
facilitated the identification of each departments’ core services and, to
provide a framework for Council to assess performance delivery from the
viewpoint of the residents, led to the development of City Service Areas. He
stated today’s Study Session represents efforts to respond more effectively to
Council referrals and priorities by having Council as a group prioritize the
outstanding referrals in the
Administration’s workload. In keeping with efforts to group activities and core
services in a more informative way, he stated outstanding Council referrals
will be discussed under the City Service Area designations. In response to
questions by Council Member Reed and Council Member Chavez about the process
for Council to make new referrals to the Administration, Mayor Gonzales stated
the annual referral process envisioned by Staff will require experimentation to
determine where adjustments are needed and Council referrals would go to the
Rules Committee for prioritization, but simple requests for information would
not. At Council Member Williams suggestion of having periodic reviews, Mayor
Gonzales requested quarterly reviews be structured into the Rules Committee
agenda process and reported out quarterly. Responding to procedural questions
from Council Member LeZotte, Mayor Gonzales stated the Rules Committee could prioritize
simple referrals quickly, but more complex referrals may require estimation of
the amount of time and funding would be needed to complete the Staff analysis.
Assistant to the City Manager Deanna Santana stated today’s presentations
consist of City Service Areas (CSAs) for Economic and Neighborhood Development,
Recreation and Cultural Services and Strategic Support, that referrals will be
reviewed by CSA team leaders, followed by Council’s decision to prioritize,
drop or defer to this year’s annual review in October 2001, and at session’s
end, Council can accept the tabulated results or make adjustments.
ECONOMIC AND NEIGHBORHOOD DEVELOPMENT
Senior Deputy City Manager Darrell Dearborn stated the
Economic & Neighborhood Development CSA encompasses a range of land use,
development, redevelopment, economic development and housing activities. He
stated James Derryberry will review the referrals pertaining to the Department
of Planning, Building and Code Enforcement and he will review the remaining
referrals in this CSA.
No. 1 – Council Referral #4-16-96- 7b2(f) - Analysis of
placement of pay phones on private property, (i.e., Performance Criteria)
-- Director Derryberry presented the background on the referral from 1995 for
analysis by the City Attorney of the issue of allowing greater control over the
placement and removal of pay telephones on private property and creation
of a revocable permit for the installation of same. Vice Mayor Shirakawa, Jr.
stated at the time of the referral there were concerns generated by the
neighborhood related to drug sales. Council
Action: Mayor Gonzales suggested leaving the referral on the list for
ranking.
No. 2 – Council Referral #6-16-99-5a Creation of an
Automobile Body Shop Ordinance -- Director Derryberry stated Planning is
working with the City Attorney’s Office on a draft ordinance for report to
Council within 60 days. Mayor Gonzales suggested those items in the pipeline
for completion within 60 days be removed from ranking, that the completion date
be tracked, and Staff complete the referral and bring back to Council. Council
Action: Remove from ranking list.
No. 3 – Council Referral #10-26-99-9j – Revise
Disadvantaged Business Enterprise Program Goals and Report to Council -- Darrell Dearborn stated that in response
to revisions in federal regulations that define how goals are set annually by
local governments, Staff revised the methodology used to set Disadvantaged
Business Enterprise (DBE) program goals and the revisions were approved by the
Department of Transportation (DOT). He
stated these regulations apply to projects federally funded through the DOT,
that the Office of Equality Assurance will report back in May with
recommendations for revised goals for adoption by June 2001. In response to
questions by Mayor Gonzales as to the purpose of the referral, Nina Grayson,
Director of Equality Assurance, stated former Council Member Manny Diaz had felt
the City’s DBE goal was too low; however, the Federal government has approved
the methodology used and the City’s total program, which will come to Council
in June for approval, following public hearing process and review by the DBE
community. In light of the automatic nature of this annual regulatory process,
Mayor Gonzales suggested the item be removed from the list and Staff proceed on
the established timeline. Council Action: Remove from ranking list.
No. 4 – Council Referral #12-14-99-8(c-d) – Provide One
Year Status Report on the Single Family Home Design Guidelines and Ordinance.
-- Director Derryberry stated the status report will be presented to Council
within 60 days. Council Action: Remove from ranking list.
No. 5 – Council Referral #04-04-00-6e(1) - Status Report
on the Alviso Master Plan and request to rename portions of Taylor Street to
North First Street (Referral generated by the Irvine Company Parkland
Agreement) -- Darrell Dearborn stated the Alviso Master Plan was completed
last year, with one element of the referral remaining, i.e., request to rename
portions of Taylor Street to North First Street in Alviso, contingent upon
Council’s desire to proceed. Director Derryberry stated the referral came from
former Council Member Margie Matthews, that the outstanding element requires a
public process, for which previous City initiated street renamings were
accompanied by budget allocations to cover community meetings, mailings, etc.,
associated with the public noticing process. Mayor Gonzales suggested since the
Master Plan status report has been done, the referral be limited to the status
report from Staff on analysis of the renaming Taylor Street issue, and ranked
for priority. Council Action:
Leave revised referral on ranking list.
No. 6 – Council Referral #04-04-00-7c(6) - Semi-Annual
Follow-Up Report on Outstanding Audit Recommendations Re: Report on the
Multiple Housing Roster -- Director Derryberry stated the issue
discrepancies between the multiple housing roster and the database reviewed in
an audit of sewer service and use charges have been reconciled, and a report
will come to Council in April 2001. Council Action: Remove from ranking list.
No. 7 – Council Referral #5-02-00-9C – Follow-Up Action
on the 2000-2005 Federal Consolidated plan – Research and analyze land banking
for the development of housing. -- Darrell Dearborn stated this is a report
due from Housing pertaining to Council discussion regarding last year’s
Consolidated Plan on the implications and costs of land banking sites for
affordable housing. He stated a report will come to the Economic Development
and Environment Committee in April 2001. Council Action: Remove from ranking list.
No. 8 – Council Referral #9-26-00-7e(2) – Study Session
on Smart Growth and include method to address “Traffic Level of Service and
Neighborhood Livability” issues. -- Darrell Dearborn stated this study
session was originally planned for the Fall of 2000 to schedule a special
speaker from Australia on the recommendation of Council Members Powers,
Matthews and LeZotte. Mayor Gonzales suggested this workshop be left on the
list and ranked. Council Action: Leave on ranking list.
No. 9 – Council Referral #10-17-00-9f – Report to Council
(via Information Memo) on Americans with Disabilities Act (ADA) accessibility
at InnVision’s current site. -- Darrell Dearborn stated a report will come
back to Council before month’s end regarding the ADA improvements at InnVision
which the City funded at Council Member Chavez’s request in response to
resident complaints. Council Action: Remove from ranking list.
No. 10 – Council Referral #11-13-01-11a – Provide Comprehensive
presentation on heavy and light industrial land uses and further information on
the Industrial Development Study.
-- Darrell Dearborn stated this referral grew out of a report last year
by the Office of Economic Development, Planning, Building and Code Enforcement,
and the Redevelopment Agency, indicating acreage designated for industrial uses
in San José has declined and stressing the linkage between the value of
industrial property, the employment it provides, and services performed by
those businesses to the City’s overall economy. Council requested Staff report
back with recommendations on land use policies relative to preservation of
industrial lands in August. Council Action: Leave on ranking list.
No. 11 – Council Referral #11-28-00-8a – Follow-Up Action
on the Comprehensive Rewrite of the Zoning Code Ordinance -- Director
Derryberry stated a multiple part referral was made at the time the ordinance
was adopted, that an amendment allowing a duplex to be two separate dwellings
be dropped, that automobile sales and gas stations be designated as conditional
uses in Neighborhood/Commercial zones, and that the definition of “pipeline”
applications would allow applications to be processed under the former
ordinance if they were complete prior to February 19, when the revised
ordinance would take effect. He stated all three elements are complete and
asked whether Council had further direction on the issue of requiring duplexes
to be two attached units. Darrell Dearborn stated the Staff recommendation was
to permit separation of a duplex on R-2 property and Council’s discussion
became one surrounding whether or not second units or “granny units” could be
allowed on single family parcels and this is one of the issues that could be
considered in the Housing Production Team Report. Mayor Gonzales suggested that
since most of this referral has been accomplished, the issue be dropped. Council
Action: Remove from ranking list.
No. 12 – Council Referral #12-12-00-6f(2) – Provide
Council with information on the linkages of the Weed & Seed Program to the
Strong Neighborhoods Initiative -- Darrell Dearborn stated this report will
come forward in the next two weeks. Council Action: Remove from ranking
list.
No. 13 – Council Referral #12-19-00-9g – Provide information
on the availability of operations and maintenance funding for housing projects
to protect the City’s housing investments. -- Darrell Dearborn stated this
referral is for a report on actions the Housing Department takes relative to
requirements for operation and maintenance of City funded projects and the
report is due in April 2001. Council Member LeZotte asked what happens if items
scheduled to report back are delayed because of ranked referrals taking
precedence. Mayor Gonzales requested Staff to review that issue and respond at
the meeting on February 22, 2001. Council Member Cortese suggested Staff
provide a tracking mechanism on issues that are scheduled to come back and
whether those referred to Rules are agendized by a certain ‘drop-dead’ date.
Housing Director Sanchez state the question pertains to the City’s policy and
proactive in ensuring housing developments have sufficient resources for
capital replacements and for unanticipated operating expenses, and the Staff
report coming in the next 45 days will describe how the City can fund those
types of on-going costs. Council Member Dando asked to be informed of
exceptions to the City’s past standard of not having to maintain housing
projects and that Staff develop means of determining probability of such
exceptions during the development review process. Council Member Chavez stated
this issue pertains to protecting the City’s original investments and requested
information on what guidelines are being used. Mayor Gonzales suggested
removing this item from the list as it is coming back in April. Council
Action: Remove from ranking list.
No. 14 – Council Referral #12-10-00-11f –Provide a Report
on River Street Historic District
Darrell Dearborn stated this issue concerns the first phase
of development of River Street Historic District and the historic houses now
under rehabilitation. He stated exterior renovations are now being reviewed by
Public Works, that the City is responsible for parking and landscaping on the
site and those improvements are expected by May 1, 2001, and the referral
specifically asked about efforts to market the properties. He stated the
developer has a marketing program which will be explained in the report to come
back in May after improvements are completed. Council Action: Remove
from ranking list.
Council Member LeZotte stated the list of Priority Issues
for Next Six Months for the Economic and Neighborhood Development CSA shows the
U.S. Dataport Internet Hub/Energy Substation as the first priority. She stated
this issue was presented to Council in Closed Session, that Council has not
established a priority for the issue and it should not be listed as such,
especially in light of the current energy crisis. Mayor Gonzales suggested this
issue be discussed at the next energy study session. In reviewing the Economic
And Neighborhood Development items for ranking, Mayor Gonzales stated Items to
be ranked are Numbers 1, 5 in edited format, 8 and 10.
RECREATION & CULTURAL SERVICES
Mark Linder, Director of Parks, Recreation and Neighborhood
Services stated Nancy y Johnson, Director of Conventions, Arts and
Entertainment, is the team leader for this CSA. He stated Staff tries to
integrate Council referrals into the “grand” referrals consisting of those
issues approved over time by Council and incorporated in the budget such as
Master Plans, Strong Neighborhoods Initiative and the Cultural 2021 Plan, and
will track completed referrals for report back to Council.
No. 1 – Council Referral #10-17-00-9b – Investigate and
arrange funding to current the drainage problem at Lake Cunningham. – Director Linder stated $30,000 has been
allocated from the Lake Cunningham fund for design work and Public Works has an
engineering assessment and estimate in process and Staff will report back in 60
days with allocation information for inclusion in next year’s budget. Council
Action – Remove from ranking list.
No. 2 – Council Referral #12-12-00-6e(9-10) – Provide
Council with locations where “Kidz Love Soccer” and “Noteworthy Music School”
services are offered -- Mayor
Gonzales stated this is a request for information rather than a referral and
suggested removing from the list. Council Action: Remove from ranking
list.
No. 3 – Council Referral #12-12-00-9i – Follow-Up Actions
re: Healthy Neighborhood Venture Fund (i.e., Monitoring, Refer Groups to Other
Funding Sources, Etc.) – Director Linder stated this is a request for
on-going monitoring and referral of groups to potential funding sources, which
Staff is approaching in two ways, i.e., (1) Staff already does this on a
routine basis and will provide an informational memorandum as to the process,
and after going through the Healthy Neighborhoods Venture Fund Committee, a
formal report will come to Councils by the end of March. Council Action: Remove
from ranking list.
No. 4 – Council Referral #12-19-00-7g – Follow-Up on the
Recommendations Outlined in the Mayor’s Aging Leadership Council’s “Aging
Services Master Plan Annual Report” – Director Linder stated this
recommendation came from former Council Member Alice Woody and pertains to
specific actions by the Mayor’s Aging Leadership Council, i.e., incorporate the
recommendations into the overall updating of the Aging Service Master Plan,
that a report will go to the Education, Neighborhoods, Youth and Senior
Committee on May 21, 2001. Council Member Dando stated the senior community is
interested in the possibility of establishing a Department on Aging within the
City and would require a budget allocation.
Mark Linder stated Staff’s recommendation would be to continue to
integrate services within existing CSAs rather than establish a separate
department, but a budget would be needed to study the issue. Mayor Gonzales
suggested this item be left on the list for ranking. Council Action: Retain
for ranking.
No. 5 – Council Referral #12-19-00-9q – Follow-Up on
Council’s Director Re: Amended Arena Management Agreement – Compaq Center of
San José – Director Linder stated this issue is currently in discussion and
a report will come to Council by the end of April 2001. Council Action: Remove
from ranking list.
In reviewing the Recreation & Cultural Services items
for ranking, Mayor Gonzales stated only Item #4 will be ranked. Following a
fifteen-minute break, Council reconvened with all Council Members present.
STRATEGIC SUPPORT
Team Leader Kay Winer, Deputy City Manager, stated Strategic
Support consists of Finance and Technology, Facilities and Equipment, and
Employee Services.
No. 1 – Council Referral #3-24-98-9f(2) – Report to
Council on the City’s Historic Preservation Policies and Procedures (Work with
the Historic Landmarks Commission) -- Steve Yoshino, Director of General
Services, stated the referrals consist of developing policies and plans for
historic items and involve such responsibilities as acquisition, management,
organizational roles and preservation. He stated a consultant was engaged to
inventory and recommend policies, that the issue is currently in process
through collaborative efforts with stakeholders, and Staff will report to
Council in 60/90 days. Council Member Dando suggested the report include
recommendations for a plan for public display of selected historical artifacts
and memorabilia as appropriate. Council Action: Remove from ranking
list.
No. 2 – Council Referral #3-07-00-7c(6) – Provide
One-Year Status Report on the 30-Day Control of Worker’s Compensation Medical
Pilot -- Alex Gurza, Director of Employee Relations, stated this issue
pertains to a one-year pilot with the operating engineers’ bargain unit to get
medical providers on line for referring injured employees. He stated the a
report will be coming to Council in March. Council Action: Remove from
ranking list.
No. 3 – Council Referral #5-16-00-6f(4) – Evaluate and
Monitor the effectiveness of the Hiring Pilot Project and the “Criteria for
Merit and Fairness” – Director Gurza stated this referral pertains to an
on-going pilot program that changed the hiring process on certain
classifications from the traditional Civil Service exam process to one allowing
hiring by position. He stated the pilot expires the end of June and Staff’s
timeline calls for Civil Service Commission review of proposed Civil Service
rule changes that would extend the pilot permanently to all non-sworn City
Staff, followed by a meet and confer process with the unions, with the goal to
come to Council before the pilot expires in June 2001. Council Action: Leave
on list for ranking.
No. 4 – Council Referral #8-01-00-9a – Establish baseline
data on the business participation of Women And Minority Owned Businesses Re:
Amendments to Section 1217 of the Charter and the bid requirements for
supplies, materials, and equipment. -- Director of General Services, Steve
S. Yoshino, stated a report will be coming to Council in 30 days. Council
Action: Remove from ranking list.
No. 5 – Council Referral #8-22-00-7c(7) – Report on
Intergovernmental Relations Process Reform and a more proactive approach for
handling State And Federal Legislative Priorities. --
Director of Intergovernmental Relations, Betsy Shotwell,
stated as part of an on-going process, she will forward proposed legislation to
the Rules Committee for review and possible recommendation of City positions
and to keep Council apprised, a matrix of the status of bills and City
positions on State Legislation will be distributed regularly. She stated she
will make her annual solicitation for City-sponsored legislation for 2002 next
summer, to be folded into the October 2001 Council referral prioritization
sessions. Mayor Gonzales suggested the
process include solicitation from Council those issues encountered which
present obstacles to good local government or which are outdated, for sending
to the City’s delegation for action. Council Member Dando expressed concerns
about the process of identifying legislative issues of concern to the Council
and questioned whether a mechanism could be established to enable Council to
act proactively to legislative issues. Council Member Cortese suggested Staff
bring recommendations to Rules for a new process to more effectively accomplish
the Council’s objectives. Mayor Gonzales agreed the issue needs to encompass
the entire process of how to work in Intergovernmental relations at all levels
of government. Council Action: Leave on list for ranking.
No. 6 – Council Referral #9-05-00-9h – Follow-Up on
Council’s direction Re: Information Technology Master Plan (i.e., Employee
training, improved serviced delivery, etc.) – Deputy City Manager Kay Winer
stated when the Information Technology Master Plan was adopted, Council made
three referrals, i.e.: (1) Direction to ensure adequate employee training
accompany new system implementations has resulted in budget allocations and
staff deployment into appropriate training program2; (2) Direction to make use
of data from other cities resulted in assessment of the department using data
from “Best Practice” cities pertaining to changes in the area of functions,
staff deployment and organizational structure; (3) Direction to provide
progress reports has resulted in Annual Reports scheduled to go to the Finance
and Infrastructure Committee, with a report scheduled for February 28, 2001.
Mayor Gonzales stated the real question is whether San José is doing “state of
the art” cutting edge technological applications and asked how that question
can be assessed. He stated the City’s investments fall into the category of
either symbolic functions which are necessary but do not enhance service
delivery, and investments that address Investing in Results’ goals, and that
80% of investment monies should go to the latter technology. He stated he would
formulate a referral on this issue for the October 2001 review and suggested
dropping this item now. Council Action: Removed from ranking list.
No. 7 – Council Referral #9-12-00-CC/SJFA – Provide
Council with a Status Report on the City’s Investment Policy to implement a
pilot program for the use of Guaranteed Investment Agreements for the
investment of certain bond proceeds (Spring 2002) – Deputy City Manager Winer stated the issue
pertains to the use of Guaranteed Investment Agreements for two projects: the
Tuers Golf Course and the first phase of the Civic Center Project, and Staff’s
direction to provide an assessment of the program in the Spring of 2002 is on
schedule. Council Action: Retain on list for ranking.
No. 8 – Council Referral #10-31-00-9J – Include relevant
elements of the Classification and Compensation Study into the Investing in
Results Process – Director of
Employee Relations Alex Gurza asked if this item was intended as a specific
Council referral or as a reminder of the framework for how the City addresses
employee issues. Council Member Chavez stated her intent in raising the issue
initially was to ask that any reports to Council on the
Classification/Compensation Study show a clear link to the City’s Investing in
Results policies and goals. Mayor Gonzales stated this item can be deleted. Council
Action: Removing from ranking list.
No. 9 – Council Referral #11-21-00-7c(30 – Study Session
on available financing and bond options –
Council Member LeZotte stated her recollection of the referral had
to do more with apprising Council of the City’s entire indebtedness. Council
Member Dando stated the issue to her is the amount of current indebtedness,
current financing strategy and how it relates to the priority of projects,
especially as it pertains to the anticipated future of the Redevelopment
Agency. Mayor Gonzales stated that would involve both City Administration and
the Redevelopment Agency. Council Member Chavez suggested there needs to be
more understanding of non-traditional funding opportunities which often are
presented to Council or Committee within the constraints of a project timeline.
Mayor Gonzales stated this item should be ranked as redefined by Council’s
discussion. Council Action: Retain for ranking.
In reviewing Strategic Support items for ranking, Item
9—edited for report in March if possible and if not, to be tied into the budget
review process; Item 10 in edited format—restricted to reuse of the current
City Hall building; and Items 3, 5, 7, 9, 10 and 11 are to be ranked.
AVIATION SERVICES
In opening comments, Bill Potter, Assistant Director of
Aviation, introduced Ralph Tonseth, Director of Aviation and Rajeev Batra,
Acting Director of Public Works, representing the two major departments in the
Aviation Services CSA and stated other departments involved are Economic
Development, Conventions, Arts and Entertainment, and the Police Department
which has divisions located at the Airport and Fire Station 20. He stated the
AS-CSA is entering its most challenging and exciting opportunity and is at the
brink of ushering in the largest single Public Works project ever proposed in
the Santa Clara Valley. He stated the City of San José will, in upcoming years,
replace existing inadequate roadways, parking areas and terminals with new
facilities that will not only provide a dramatic improvement in services but be
a source of regional and City pride and enable the Airport to continue to serve
the needs of the regional economy as well as leisure travel customers. As with
most major endeavors in an urban area, he stated the Administration is
cognizant of the need to be a good neighbor and with that goal in mind, the
City has invested literally millions of dollars in program. He stated much work
remains; as the needs of residents grow, efforts to ensure that community
impacts of noise and traffic are minimized to the greatest extent possible must
continue, and the AS-CSA will bring forward to Council the framework for a plan
that will address all of those issues.
No. 1 – Council Referral #6-27-00-9qq – Provide Council
with information on Labor Agreements and Pre-qualification Criteria for
subcontractor Re: Airport Interim Federal Inspection Services Facility – Acting
Public Works Director Rajeev Batra stated this referral was initiated when the
project was being awarded in response to concerns raised by trade councils and,
since that time Staff has been working with the City Attorney’s Office and has
provided a proposal which is currently being reviewed by the trade councils. He
stated part 1 of this 2-part referral is the labor agreements, and regarding
the second part, dealing with the feasibility of prequalifying subcontractors,
that Public Works has reviewed that issue and discussions are under way with
the City Attorney’s Office, and noted the potential for subcontractor
pre-qualification policies to result in higher bids. Addressing the status of
the Project Labor Agreement (PLA), City Attorney Rick Doyle stated the City’s
portion has been completed and the Building Trades Council is taking the
agreement to its various affiliates for their signoff, which is expected but
not certain. He advised that President Bush signed an Executive Order last week
that prohibits PLAs on federally funded projects and his office is reviewing
the impact on the City’s ability to use PLA on City projects, many of which are
funded with Passenger Facility Charges and Federal Aviation Administration
(FAA) Funds. Mayor Gonzales expressed concern that the agreements have been
delayed to the point where this new development and its impacts have to be
considered and questioned whether a report back to Council as scheduled last
August could have precluded the current situation. He expressed concern that loss
of the PLA as a tool to facilitate labor peace could impact the ability to keep
projects on time and on budget. Council Member Chavez expressed similar
concerns that Council been not been apprised of the problem in the event
leadership could have been provided to facilitate resolution. Bill Potter
stated when the issue came to Council in July, Staff thought agreement had been
reached with the unions; however, Staff had to renegotiate the agreement when
the Trade Council was unable to get signoff on the agreement. However, he
agreed it would have been beneficial for Staff to have reported back to Council
on the reason for the delay. Council Member Chavez questioned whether the issue
of pre-qualification of subcontractors warrants a separate policy discussion,
as well as implications of President Bush’s Executive Order. Acting Director
Rajeev Batra stated Public Works and the City Attorney’s Office should jointly
report to Council with recommendations on those issues. City Attorney Doyle
stated the implications of the Executive Order need to be determined quickly
since the City has an agreement out for review. Council Member Cortese
questioned whether the City’s criteria for responsible bidders could be
rewritten to recapture some of the provisions likely to be lost if the PLA
becomes unavailable and stressed the need to be proactive on these issues. Council
Action: Retain for ranking.
No. 2 – Council Referral #12-19-00-9b – Provide Council
with information Re; Airport Customer Relations, Processes, Staffing, Etc.
-- Aviation Director Tonseth stated this referral resulted from a request for
consulting services related to Airport marketing and communications, that the
report is in process showing the efforts being made in these areas and how they
will be coordinated both internally and with external consulting services, and
the report is expected to meet its due date of March 31, 2001. Council
Action: Retain for ranking.
Council Member Reed raised questions about the process for
distinguishing between requests for information, minor referrals and major
referrals, and suggested that minor referrals or requests could be completed
without the necessity of going to the Rules Committee for analysis and ranking
if sufficient funding and staffing were provided to anticipate such requests.
Mayor Gonzales stated the means of differentiating between informational
requests and referrals needs to be further defined and suggested as
Council/Staff work through the process and complete the rankings tomorrow, the
appropriate definitions will become clearer.
