Subject: EAST SIDE UNION HIGH SCHOOL DISTRICT
SWIMMING POOLS GRANT
COUNCIL DISTRICT: CITYWIDE
Adopt a resolution authorizing the City Manager to negotiate and execute a grant agreement with the East Side Union High School District (District) for the operation of the District’s swimming pools for the period June 1, 2001 through October 31, 2001, in the amount of $97,000.
BACKGROUND
The District is unable financially to operate its swimming pools during the 2001 summer season solely on its own resources. The City desires to assist the District by providing a grant for the operation of the District’s swimming pools for the enjoyment of the residents of San Jose, especially the youth, in areas not served by the City’s summer swim program.
ANALYSIS
An appropriate agreement has been prepared in which the District agrees that the City’s grant funds will be used solely in the operation of the District’s pool facilities at seven school sites during summer 2001. The District agrees to operate at least seven pools during the summer for recreation swim and swim lessons, and offer a Late Night Swim Program at a minimum of three of the pool sites. The District agrees not to discriminate in the use of the pools, to maintain an accounting system for the grant funds it receives from the City, and to submit attendance and financial reports to City.
The District will provide brochures describing the program, including locations, swim lesson dates and times, fees, recreation swim dates and times, and a statement that identifies the City
as a program partner. The Department of Parks, Recreation and Neighborhood Services will also include information about the District’s Swim Program in its 2001 Summer Aquatics brochure.
COORDINATION
The agreement has been coordinated with the City Attorney’s Office.
COST IMPLICATIONS
Funding for this grant is part of the ongoing base budget of the PRNS Department.
