RECOMMENDATION

 

Report on bids and award of contract for the Fire Station No. 9 and Cambrian Library Parking Modifications Project to the low bidder, Silicon Valley Paving, Inc., for the base bid and add alternate in the amount of $233,670, and approval of a contingency in the amount of $36,000.  CEQA: Exempt.

 

BACKGROUND

 

Fire Station 9 is located at the corner of Ross Avenue and Hillsdale Boulevard next to Cambrian Library (map attached).  The Fire Station back parking lot is too small for the new 50-foot-long fire trucks.  In order to get into the station, fire trucks back up into Hillsdale Avenue and thereby block traffic.  This project will modify parking lots at the Fire Station 9 and Cambrian Library to resolve this issue, by increasing the number of parking spaces for both the Library and the Fire Station.

 

The scope of work for the base bid includes demolition work, soil grading, installation of new asphalt and concrete paving, relocation of an above-ground diesel tank at the Fire Station, fence relocation, and associated electrical, landscaping and drainage work.  The scope of work for the add alternate is to replace approximately 4,300 square feet of existing asphalt with concrete.

The low bid, submitted by Silicon Valley Paving, Inc. is 22 percent lower than the Engineer’s Estimate.  Staff attributes these bids to the competitive nature of the paving projects and considers this to be an excellent price for the construction of this project.  A fifteen-percent contingency is requested due to unknown underground conditions.

 

PUBLIC OUTREACH

 

This proposed project was listed on the City’s Internet Bid Line and advertised in the San José Mercury News and San José Post Record.  Bid packages for all Department of Public Works construction projects are routinely provided to a standard list of various contractor organizations, builder’s exchanges, and disadvantaged business organizations, including United Minority Business Enterprises and the San José Minority Business Development Center.

 

COORDINATION

 

This proposed project has been coordinated with the Departments of Fire, General Services, Library, and the Offices of the City Attorney, Risk Manager and Equality Assurance.
