SUBJECT: ADOPTION OF APPROPRIATION ORDINANCE AND FUNDING SOURCES RESOLUTION AMENDMENTS IN THE SERVICES FOR REDEVELOPMENT CAPITAL PROJECTS FUND (CITY-WIDE REDEVELOPMENT FUND) WITH A NET IMPACT TO THE FUND OF $2,060,050.

 

COUNCIL DISTRICT: City-wide

 

RECOMMENDATION

 

It is recommended that the City Council adopt the following Appropriation Ordinance and Funding Sources Resolution amendments in the Services for Redevelopment Capital Projects Fund (City-side Redevelopment Fund):

 

1.      Increase the Fourth Street and San Fernando Garage Public Art project in the amount of $270,200.

 

2.      Establish an appropriation for the Pala Youth Center Public Art project in the amount of $97,350.

 

3.      Increase the Paseo Plaza Public Art project in the amount of $75,000.

 

4.      Establish an appropriation for the Bart to San Jose Study project in the amount of $92,500.

 

5.      Establish an appropriation for the Coleman/880 Interchange Improvement project in the amount of $1,500,000.

 

6.      Establish an appropriation for the Sherman St. Park Plaza project in the amount of $25,000.

 

7.      Increase the estimate for Earned Revenue by $2,060,050.

 

BACKGROUND

 

The Redevelopment Agency has requested City services in the implementation of Agency projects.  These proposed amendments are necessary to account for City-side expenditures on Redevelopment Agency projects.

 

ANALYSIS

 

The Fourth Street and San Fernando Garage Public Art project provides for the fabrication, construction and installation phase of the project.

 

The Pala Youth Center Public Art project provides for the artist selection, design development, fabrication and installation of the art program for the Pala Youth Center.

 

The Paseo Plaza Public Art project provides for the fabrication and installation phase of the project.

 

The Bart to San Jose Study project provides the Agency’s share of one half ($92,500) of the City’s share ($185,000) for the cost of the study.  This share is based on the substantial benefits the BART project has to the Downtown San Jose redevelopment areas.  A study has been prepared providing a technical evaluation of the scope, cost and ridership for the BART to San Jose project.  The cost of the study is being shared by various agencies within the region and has been endorsed by the City Council.

 

The Coleman/880 Interchange Improvement project provides for the Agency’s contribution for the Route 880/Coleman Avenue project.  Improvements to this Interchange are required to expand the San Jose International airport, improve access to Downtown San Jose, and support the economic development of the surrounding areas.  To accelerate the implementation of this improvement, the City and the Santa Clara Valley Transportation Agency (VTA) has developed a cooperative workplan.  In conjunction with the Measure A/B Highway Program, the VTA has agreed to take the lead in the implementation of the project. 

 

The Sherman Street Park Plaza (Review and Inspection) project provides for the project design/plan review, construction inspections for code compliance and consistency with City of San José standards for construction.

 

The source of funding for these services and improvements would be a transfer from the Redevelopment Agency.
