RECOMMENDATION

 

Approval of the second amendment to the agreement with Rob Wellington Quigley, FAIA, for architectural services for the West Valley Branch Library Project, extending the term of the agreement from November 30, 2002 to March 31, 2003, amending the scope of services, and increasing the compensation by $140,000, from $871,167 to $1,011,167.

 

BACKGROUND

 

The City has established guidelines for a “Green Building” program aimed at improving resource efficiency of our public buildings.  The proposed guidelines include recommendation to require all new public buildings to attain the minimum rating for LEED (Leadership in Energy and Environmental Design).  The West Valley Library was funded in FY 1999-2000, before the development of the proposed Green Building Guidelines, and was not required to attain the LEED Certification level.  However, achieving certification for the branch will ensure that this building is environmentally friendly, energy efficient, comfortable for people working and visiting it, and has followed responsible development and construction practices through its commissioning.

 

At its January 18, 2000 meeting, City Council approved an agreement with Rob Wellington Quigley, FAIA for site planning, pre-design and schematic design work for the West Valley Branch Library Project in the amount of $236,252.  The agreement was amended by Council on September 5, 2000 to increase the compensation by $634,915 and to extend the term in order to retain the consultant through the construction phase of the project.  On June 19, 2001 as part of the City’s annual budget process, the City Council approved $491,000 in additional funding for LEED’s Certification for the West Valley Branch Library Project.

The first amendment to the agreement will provide consultant services to continue the work of the consultant for design development:  construction documents for bidding, construction administration, and project closeout.

Rob Wellington Quigley, FAIA, was selected for this project from a pre-qualified list and through an interview of six firms as finalists on August 13, 1999. Rob Wellington Quigley FAIA, is under contract for the first three tasks of the project per the agreement executed

ANALYSIS

 

The second amendment to the agreement will provide the consultant services to implement the LEED Certification process:  $125,000 for consultant services for registration, documentation, and certification and $15,000 for additional services.  Staff believes that $140,000 for these services is a reasonable fee for this work.  Approval of the second amendment will also extend the term of the agreement through March 31, 2003, to provide additional time for implementation of this process.

 

PUBLIC OUTREACH

 

This proposed project was published in the San Jose Mercury News at various times for community participation for Master planning and programming. A community meeting was held at the existing library on June 22, 2000.  

 

COORDINATION

 

This agreement has been coordinated with the Departments of Library, Planning, Building and Code Enforcement, Fire and General Services, and the Offices of the City Attorney, Equality Assurance, and Risk Manager.
