Subject:     DONATION OF VEHICLES

 

 

RECOMMENDATION

 

Adoption of a resolution authorizing the Director of General Services to execute all documents necessary for the donation of one (1) sedan and one (1) pickup truck with a total estimated value of $3,250 to the San Jose Conservation Corps.

 

BACKGROUND

 

The San Jose Municipal Code, Section 4.16 governs the donation of surplus property.  The General Services Department/Fleet Management Division deems a vehicle surplus only when it has served its useful life and is no longer economically feasible to repair.  The General Services/Purchasing Division generally sends surplus vehicles to be sold through auction companies, or sells them through a sealed bid process.  Under the Code, other governmental agencies may request a donation or purchase the vehicle before they go to auction.

 

SJMC Section 4.16.250 states that the City Council may donate property valued at more than $1,500 to a public or governmental body or agency, volunteer fire department, or nonprofit corporation.  Donations have periodically been made to other cities, counties, countries and non-profit organizations where serious budget problems exist.  The Director of General Services is authorized by the same section to make such donations up to $1,500.

 

The City has been requested to donate one sedan and one pickup truck to the San Jose Conservation Corps. The City last made a donation to this organization in February 2000.

 

ANALYSIS

 

The San Jose Conservation Corps and Education Program is a non-profit youth training program.  This organization is well known of its accomplishments in training young people in San Jose through a combination of schooling and on the job training.  The City has enjoyed a long-standing association with the Conservation Corps. 

 

The following two vehicles have been selected for donation if City Council approves the recommendation.

1990    Ford F-150               72,385 miles           Estimated Value  $2,250

 

Approval of this donation to the Conservation Corps, which has a long-standing relationship with the City for the benefit of at risk youth, is consistent with the Donation Policy recommended to the City Council on June 19, 2001.

 

PUBLIC OUTREACH

 

Public outreach is not applicable to the proposed Council action.

 

COORDINATION

 

This memorandum has been coordinated with the City’s Attorney’s Office.

 

COST IMPLICATIONS

 

The donation of these vehicles will make valuable use of vehicles that have been replaced in the City fleet.

 

The Department of General Services estimates the current value of these vehicles at $3,250.  A donation will mean the loss of that potential revenue.
