Subject:     APPROVAL OF AMENDMENTS TO THE CITY PAY PLAN FOR VARIOUS JOB CLASSIFICATIONS

 

 

RECOMMENDATION

 

1.      Adopt a resolution to amend the City Pay Plan to create job classifications for Senior Carpenter, Airport Operations Specialist, Senior and Airport Operations Specialist, Senior PT.

2.      Adopt a resolution to change job classification titles for Airport Operations Specialist II and Airport Operations Specialist II PT.

3.      Adopt a resolution to delete  various obsolete job classifications as shown below.

 

BACKGROUND

 

When job titles are changed, when new classes are added or deleted, or when salaries are established or revised, relevant resolutions must be amended.  The City Pay Plan reflects these changes made through Council Resolution, and is on file in the Human Resources Department.

 

ANALYSIS

 

Creation of New Classifications: An amendment of the City Pay Plan is necessary to create the classifications listed below.  The Sr. Carpenter classification, which was deleted in March, is being added back to the pay plan.  The General Services Department had not used this classification for years and requested that it be deleted.  Subsequently, a need for this classification was identified due to (a) the Iir effort that requires improved cycle time and cost containments and (b) the impact of the increased demands generated by the bond programs.  The additional field support needed to support these efforts will receive lead direction from the Sr. Carpenter.

 

The Airport Operations Specialist, Senior and the Airport Operations Specialist , Senior PT classifications are being created to provide a career path for Airport Operations Specialists, Parking Control Officers, and Communications Services Operators.  The classification will also be used to attract new college graduates who can be groomed for management positions at the airport.  

 

a.       Senior Carpenter (3134) with a salary range of $26.35-$32.04 per hour ($54,808.00-$66,643.20 annually).

b.      Airport Operations Specialist, Senior (3514) with a salary range of $21.11-$25.60 per hour ($43,908.80-$53,248.00 annually).

c.       Airport Operations Specialist, Senior PT (3515) with a salary range of $21.11-$25.60 per hour ($43,908.80-$53,248.00 annually).

 

Changing Job Titles: The job title changes listed below are recommended to change the existing title of Airport Operations Specialist II and Airport Operations Specialist II PT because of a change in the entire Airport Operations Specialist job family.  The new title, Airport Operations Specialist will be the entry-level job into this two-level job family.  The next level in the job family will be the Airport Operations Specialist, Senior, described above.

 

a.       Airport Operations Specialist (3511) (formerly titled Airport Operations Specialist II)

b.      Airport Operations Specialist PT (3512) (formerly titled Airport Operations Specialist II PT)

 

Deletion of Job Classifications: The classifications shown below are being deleted from the City Pay Plan.  Classifications (a) through (o) are part-time classifications that remain from full-time classifications that were deleted in March.  Classifications (p) and (q) are being deleted from the Airport Operations Specialist job family, which now has two higher level classifications that better match the responsibilities of the Airport Operations Specialist positions.  Since there are currently no incumbents or vacant positions in these classifications, they are being deleted.
