RECOMMENDATION

 

Report on bids and award of contract for the Traffic Signal Unit 00D Project to the low bidder, Brown & Fesler Inc., for the amount of $279,771, and approval of a contingency in the amount of $14,000.  CEQA:  Exempt.

 

BACKGROUND

 

This proposed project installs traffic signal systems at the following locations:

 

 

Council District

1.   Country Club Parkway and Silver Creek Valley Road

8

      Signal Installation

 

 

 

2.   Courtside Drive and Farnsworth Drive

8

      Signal Installation

 

 

These traffic signals are warranted and funded by Development Assessment Integrated Finance District No. 88-203SJ for Silver Creek Development.

 

This proposed project in general includes installation of signal standards, signal display equipment, conduit and electrical systems, vehicular and pedestrian detection systems, street lighting and related improvements.

The low bid submitted by Brown & Fesler Inc., is 11.1 percent below the Engineer’s Estimate.  The bid documents have been evaluated and a correctable error was found in the total bid amount resulting from incorrectly summing the extended prices.  This has been corrected as required by Section 2-1.05 “Proposal Forms” of the Standard Specifications, which specifies that the sum of the extended prices of all items shall prevail over the total contract amount shown in the bid.  This is considered a reasonable price based upon the Engineer’s Estimate and recent bid result of similar projects.

 

PUBLIC OUTREACH

 

This project was listed on the City's Internet Bid Line and advertised in the San José Mercury News and San José Post Record.  Bid packages for all public works construction projects are routinely provided to a standard list of various contractor organizations, builder's exchanges and disadvantaged business organizations, including United Minority Business Enterprises and the San José Minority Business Development Center.

 

COORDINATION

 

This project was coordinated with Department of Transportation, the Offices of Equality Assurance, Risk Manager and the City Attorney, and the Silver Creek Valley Country Club Homeowner’s Association.
