Report on bids and award of contract for the University Alleyway Improvement, a CDGB funded project, to the low bidder, Wattis Construction, Inc., in the amount of $179,070, and approval of a contingency in the amount of $18,000. CEQA: Exempt.
BACKGROUND
In October 1998, the City Council approved the University Neighborhoods Revitalization Plan. One of the action items in the plan was to reconstruct the public right-of-way of those alleys (map attached) that could not be closed in order to improve their appearance, safety and functionality. City staff, working with the University Neighborhoods Association, selected this alley for rehabilitation in December 1999 because of the level of physical deterioration.
The project, funded by the Community Development Block Grant (CDBG) Program, will include the removal of the existing deteriorated pavement, installation of new asphalt pavement and five concrete pads at dumpster pick-up locations along with construction of driveway or parking area conforms. This project will also add a storm main and inlets and replace existing driveway entrances with colored, stamped concrete driveways.

The low bid submitted by Wattis Construction, Inc., is 21.5 percent below the Engineer’s Estimate. The low bid appears to reflect a lower price for concrete than recent bids on similar projects, which has resulted in lower bids for slabs, manholes, drainage inlets and stamped and colored driveways.
A $18,000 contingency is requested for any unforeseen conditions which may arise during construction of this project.
This proposed project was listed on the City’s Internet bid line and advertised in the San José Mercury News and San José Post Record. Bid packages for all Department of Public Works construction projects are routinely provided to a standard list of various contractor organizations, builder’s exchanges and disadvantaged business organizations, including United Minority Business Enterprises and the San José Minority Business Development Center.
Public meetings to discuss the design of this alley were held in July 2000 and January 2001. Residents were notified personally in door-to-door visits and were mailed meeting notices; owners were mailed notices for both meetings and were called about the January 2001 meeting.
This proposed project has been coordinated with the Departments of Planning, Building and Code Enforcement and Transportation, and the Offices of the City Attorney, Risk Manager and Equality Assurance.
