Approval of Contract Change Order (CCO) No. 6 with Pacific Electric Company for the Street Lights Crackdown 99 Project in the amount of $13,478, for a total contract amount of $226,626.37. CEQA: Exempt.
BACKGROUND
On June 22, 1999, the City Council approved an award of a construction contract for the Street Lights Crackdown 99 Project to Pacific Electric Company, in the amount of $191,165. The scope of work for this project includes the installation of electroliers, conduits, conductors, aerial power cables, pull boxes, underground services, relocation of electroliers, and installation of street light luminaires.
Five contract change orders in a total amount of $21,983.37 for the installation of conduit, special street light foundations, salvage of electroliers, rewiring existing electroliers, and removal of tree stumps and roots have previously been approved by the Director of Public Works or the City Council. Approval of this contract change order by the City Council is being requested since the amount of the contract change order exceeds the authority of the Director of Public Works by exceeding the remaining contingency for this project.
Since the time this contract was originally awarded in mid-1999, it has become increasingly difficult and more expensive to get service from Pacific Gas and Electric Company (PG&E). This has caused significant delays in delivering projects that require PG&E cooperation. The need to acquire new service points from PG&E for this project can be reduced by modifying and reusing existing electrical connections. The connections proposed for modification provide service to existing street lights and can be altered to provide power to new street lights, thereby avoiding new electrical connections and minimizing PG&E connection fees and delays. The proposed contract change order would compensate the contractor for the additional work to modify existing electrical service connections. In addition, this proposed contract change order also provides for rewiring and conduit modifications on Bellhurst Avenue and on East San Salvador Street in order to reuse the existing underground conduit system and avoid costly construction of a new underground conduit system.
This project was listed on the City's Internet Bid Line and advertised in the San José Mercury News and San José Post Record. Bid packages for all public works construction projects are routinely provided to a standard list of various contractor organizations, builder's exchanges and disadvantaged business organizations, including United Minority Business Enterprises and the San José Minority Business Development Center.
This project was coordinated with citizens and neighborhood associations, Pacific Gas and Electric Company, and the Offices of the City Attorney, Risk Manager, and Equality Assurance.
