RECOMMENDATION

 

Approval of an agreement with Scott and Donna Gillette, for the purchase of a 5,198 square foot strip of real property located at 3241 Williams Road in the amount of $88,700, and authorization for the Director of Public Works to execute the necessary documents to complete the transaction.

CEQA:  Exempt.

 

BACKGROUND

 

The Public Works Department is developing a capital improvement project to widen and improve 950 feet of Williams Road through the installation of concrete curb, gutter, sidewalks, concrete driveways, wheelchair ramps, streetlights, drainage inlets, and landscaping.  The project entails acquisition of right of way from one property, which currently extends into the public street.  The new right of way will not extend beyond the widths of surroundings right of ways.  The widening and improvement of Williams Road extends from Eden Avenue to 200 feet east of Opal Drive.

 

ANALYSIS

 

The parcel of land affected by this purchase is located on Williams Road between Eden Avenue and Emerald Way and is owned by Scott and Donna Gillette.  The subject property is 129 feet long, 38 feet wide and contains approximately 5,198 square feet.  The scope of the work includes the installation of curb, gutter, sidewalk and roadway improvements. 

 

The City’s offer of $88,700 is based upon just compensation to the owner in the full amount of the approved appraisal.  Additional information is shown on Exhibit A and a map of the subject parcel is shown as Exhibit B.

This item has been coordinated with the Department of Planning, Building and Code Enforcement, the Department of Transportation, and the Department of Environmental Services.  This item has been approved as to form by the Office of the City Attorney.

 

COST IMPLICATIONS

 

The acquisition cost of $88,700 is specified in the purchase agreement.  In addition, there will be escrow and closing costs estimated at $1,400. The total cost is anticipated to be approximately $90,100.
