Report on bids and award of contract for the Improvement of
the San José International Airport - Pavement Repair 2001 Project to the low bidder,
O'Grady Paving Inc., in the amount of $786,617.60, and approval of a
contingency in the amount of $79,000.

BACKGROUND
The Pavement Repair 2001 Project consists of three individual subprojects: Terminal C Apron Reconstruction Phase II, Ramp Area adjacent to Taxiway B Reconstruction, and West General Aviation Slurry Seal. These subprojects were combined into one project to effect economies of scale and reduce administrative costs. The locations of these subprojects are shown on the attached map.
The Terminal C apron at the San José International Airport provides for aircraft movement from Taxiway Z to Terminal C and parking at the terminal gates for aircraft loading, unloading, and servicing. The apron consists of a mixture of Portland cement concrete (PCC) and asphalt concrete (AC) pavements constructed in various phases since the mid-1960s. In 1999, the Taxiway Z Apron Reconstruction Phase 1 Project rehabilitated a large percentage of the AC pavement. The remaining pavement is becoming increasingly weathered, brittle, and cracked. The pavement is at the point where accelerated deterioration is expected to occur which could lead to a major failure. This would prevent use of the apron and severely impact Airport operations. It will also lead to increased maintenance costs.
The Terminal C Apron Reconstruction Phase II subproject includes grinding the surface to a depth of 4 inches and replacing with new AC. Because of the project’s location within the Taxiway Z safety area, this work must be performed at night when the Airport’s curfew is in effect. Also, because the project is located in front of the Terminal C gate positions, the contractor will be limited to reconstructing one gate position at a time to minimize disruption to the airlines. These restrictions greatly increase the cost of this subproject.
Ramp Area adjacent to Taxiway B provides access between the airfield and the American Airlines Hanger. The asphalt pavement in this area is deteriorating and is becoming nonserviceable. The Ramp Area adjacent to Taxiway B Reconstruction subproject consists of removing the existing AC pavement and replacing with new pavement.
The West General Aviation area was repaired with new AC in 1997. This asphalt pavement is exposed to aircraft fuels resulting from General Aviation operations that can damage the pavement. As a preventive maintenance measure, the West General Aviation Slurry Seal subproject consists of sealing approximately 260,000 square feet of AC pavement with a coal tar emulsion slurry seal. This material has a higher resistance to deterioration from exposure to aviation fuels than typical slurry seals used on City streets.

The low bid, submitted
by O'Grady Construction, Inc. in the amount of $786,617.60, is 8% above the
Engineer's Estimate. Staff
reviewed O’Grady’s bid proposal and found it to be in order. The bid is considered reasonable for the
construction of this project. A contingency amount of $79,000 is requested
since this project will occur within aircraft operational areas with extremely
difficult access and potential to impact construction activities.
The San José Municipal
Code requires that capital projects at the Airport be consistent with the
adopted Airport Master Plan. This
project is for the repair and maintenance of existing facilities on the Airport
and is therefore consistent with the Airport Master Plan pursuant to Municipal
Code Section 25.04.210(B)(4).
This proposed project was listed on the City’s Internet bid line and advertised in the San José Mercury News and San José Post Record. Bid packages for all Department of Public Works construction projects are routinely provided to a standard list of various contractor organizations, builder’s exchanges and disadvantaged business organizations, including United Minority Business Enterprises and the San José Minority Business Development Center.
This project has been designed in coordination with the Airport Department, and the Offices of the Risk Manager, Equality Assurance and the City Attorney, and the Federal Aviation Administration.
