RECOMMENDATION

 

Report on bids and award of contract for the Police Administration Building Seismic Upgrade Project to the low bidder, CSB Construction, for the base bid and Add Alternate No. 1 in the amount of $1,761,033, and approval of a contingency in the amount of $150,000.  CEQA: Exempt.

 

BACKGROUND

 

In October 1990, the City Council passed Resolution No. 62532 authorizing the City Manager to apply for the State of California Hazard Mitigation Grant (HMGP) for the Police Administration Building (PAB) Seismic Upgrade Project.  In 1990, and again in January 1998, the City submitted an application to the State Office of Emergency Services (OES) requesting funds to seismically upgrade the PAB.

 

In January 1999, the Federal Emergency Management Agency (FEMA) approved the City’s HMGP application and obligated $1,162,500 as federal share reimbursement for this project.  The City must advance all funds needed to award and construct the project, but FEMA will reimburse the City for this amount, which is approximately 56 percent of the total project cost.

 

The scope of the project includes construction of new concrete shear walls, drilled pier foundations, structural steel connector elements, removal and replacement of affected partitions, ceiling, flooring, lighting and mechanical systems, site utilities, landscaping and irrigation. The project at the Police Department’s request also includes expansion of the Main Lobby.

The low bid, submitted by CSB Construction, is 3 percent lower than the Engineer’s Estimate.  Staff considers this to be a good price for the construction of this project.  Add Alternate No. 1, the main lobby expansion, is also included in the award of this contract.

 

A contingency in the amount of $150,000 is requested for any unforeseen conditions which may arise during construction of this project.

 

PUBLIC OUTREACH

 

This proposed project was listed on the City’s Internet Bid Line and advertised in the San Jose Mercury News and San Jose Post Record.  Bid packages for all Department of Public Works construction projects are routinely provided to a standard list of various contractor organizations, builder’s exchanges, and disadvantaged business organizations, including United Minority Business Enterprises and the San Jose Minority Business Development Center.

 

COORDINATION

 

This proposed project has been coordinated with the Departments of Planning, Building and Code Enforcement and Police, and the Offices of the City Attorney, Risk Manager and Equality Assurance.
