REASON FOR ADDENDUM

 

As a requirement of the completed grant application is the inclusion of an authorizing resolution from the applicant’s governing body.  Completed grant applications for the Urban Recreational and Cultural Centers, Museums, and Facilities for Wildlife Education or Environmental Education Program are due to the State on or before November 1, 2001.

 

RECOMMENDATION

 

Adopt a resolution requesting grant funding from the Urban, Recreational and Cultural Centers, Museums, and Facilities for Wildlife Education or Environmental Education Program for the renovation of Mayfair Park:

 

1.      Approving an application to the State Department of Parks and Recreation for a grant to renovate Mayfair Park. 

 

2.      Authorizing the City Manager, or his designee, to negotiate and execute all documents relating to the grant application and the associated funding agreement.

 

3.      Direct the staff of the Parks, Recreation and Neighborhood Services to complete the grant application and to submit it to the State Department of Parks and Recreation.

 

BACKGROUND

 

As part of the Safe Neighborhood Parks, Clean Water, Clean Air and Coastal Protection Bond Act of 2000, the State budgeted $8,000,000 in competitive grants for the Urban Recreational and Cultural Centers, Museums, and Facilities for Wildlife Education or Environmental Education Program.  Assemblymember Simitian nominated the Rehabilitation of Mayfair Park as a candidate for this grant funding.  Completed applications of nominated projects are due November 1, 2001, in the Office of the California Department of Parks and Recreation.  

 

ANALYSIS

 

The City is in the process of rehabilitating Mayfair Park and Community Center.  The first project is to upgrade the most vibrant community gardens in San Jose where 100 families plant, tend and harvest their crops, sharing their joy and labor with their neighbors.  This project is complete.

 

The second project is the renovation of the Mayfair Community Center to provide expanded services to a larger population of elders and pre-schoolers.  This project is funded by Measure P, the Safe Neighborhood Parks and Recreation Bond Funds.

 

The third project will improve the park grounds, including the existing swimming pool, and the fourth project is to restore Silver Creek, as it traverses the Park, into a healthy riparian corridor.  The Santa Clara Valley Water District and students from the Alum Rock Unified School District will be involved in the preservation and stewardship of this natural bio-habitat.  An outdoor educational center will be created as part of the project to foster environmental learning in this urban neighborhood.

 

This grant will augment the City’s projects at Mayfair Park/Community Center by implementing some of the park components of the master plan, which is currently being revised.  Completion of the master plan is scheduled for this spring.  Once items are identified in the master phasing schedule, monies received from this grant will fund the top priorities in the master plan.

 

 

COST IMPLICATIONS

 

This grant will augment City funding in developing and rehabilitating Mayfair Park.

 

PUBLIC OUTREACH

 

No public outreach has occurred regarding the proposed action.  However, the City and its partners are committed to rehabilitating Mayfair Park.  The City is currently in the process of revising the Mayfair Park Master Plan and the next community meeting is scheduled for mid-November.

 

COORDINATION
