Report on bids for the
San Jose International Airport runway rubber removal and pavement surface
cleaning services and approval of award
to the low cost vendor, Ackerman & Sons Company, in the amount not to
exceed $125,000 and authorize the Director of General Services to execute the
open purchase order.

Authorize the Director
of General Services to exercise the option to renew the contract for four (4)
additional one (1) year extensions without further Council action, other than
the appropriation of funds.
The Airport Department has requested services for runway rubber removal and pavement surface cleaning services at the San Jose International Airport. Areas include three runways, taxiways and gate positions. Depending on the runway, cleaning services are required up to six times per year. The cleaning activities include mechanical removal of materials or pollutants from the surface of pavement through the application of water under pressures up to 5000 pounds per square inch (PSI) and elevated temperatures of 200 degrees Fahrenheit. The resulting waste water and rubber particles are captured, separated and recycled. All waste material is removed by the contractor and disposal is the sole responsibility of the contractor. The successful contractor shall comply with the Airport’s Storm Water Pollution Prevention Plan (SWPPP).
A Request for Quotation (RFQ) was utilized for the procurement of the required services. The RFQ was faxed to four (4) vendors on June 8, 2001. Quotations were due on June 20, 2001, at which time two quotes were received and are listed below:

Staff conducted a trial cleaning of runway 30L and one gate location to determine whether the low cost vendor, Ackerman & Sons met the specifications. The rubber removal and pavement cleaning services were supervised and observed by Airport Facilities staff.
Ackerman & Sons demonstrated their equipment, cleaning and waste recovery process and staff determined that they meet the specifications of the RFQ. It is, therefore, staff’s recommendation to award the runway rubber removal and pavement cleaning services to the low cost vendor, Ackerman & Sons in the amount not to exceed $125,000 and authorize the Director of General Services to execute the open purchase order, and to exercise the option to extend the contract for four (4) additional one (1) year extensions without further Council action, other than the appropriation of funds, at an annual cost not to exceed $125,000. The total cost for the five (5) year term of the contract is $625,000.
This project included
prevailing wage requirements established by the Office of Equality Assurance.
