Report on bids and award of contract for the Almaden Boulevard Sanitary Sewer Rehabilitation Project to the low bidder, Wesco Infrastructure Technologies, in the amount of $683,105, and approval of a contingency in the amount of $69,000. CEQA: Exempt.
BACKGROUND
The Almaden Boulevard Sanitary Sewer Rehabilitation project is located on Almaden Boulevard between St. John and San Carlos Streets. The project area is shown on the attached map. Internal television inspection shows that this sewer suffers from moderate to severe structural deterioration due to the effects of hydrogen sulfide. Rehabilitation measures are needed to enhance the structural integrity and serviceability of the sewer.
In order to maintain the sanitary sewer structural integrity, the proposed project consists of rehabilitating 30 and 33-inch diameter reinforced concrete pipe (RCP) with a Cured-In-Place Pipe liner. This is a trenchless rehabilitation method that will minimize the reduction in diameter, which maintains the capacity of the sewer.
Provisions have been included in the project which will restrict working hours to minimize the construction impact on traffic and inconvenience to residents. Provisions have also been included that direct the contractor to coordinate construction activities with events at the San José Arena, Center for Performing Arts, and outdoor events held through the Office of Cultural Affairs.

The bid submitted by Wesco Infrastructure Technologies is 30.2 percent below the Engineer’s Estimate. The difference in price between the low bid and the Engineer’s Estimate is largely attributed to the lower than expected costs for diversion of the sewage flows required for installing the pipe liner.
A contingency of $69,000, is requested for any unforeseen conditions that may arise during construction.
This proposed project was listed on the City’s Internet Bid Line and advertised in the San José Mercury News and San José Post Record. Bid packages for all Department of Public Works construction projects are routinely provided to a standard list of various contractor organizations, builder’s exchanges, and disadvantaged business organizations, including United Minority Business Enterprises and the San José Minority Business Development Center.
The
San José Downtown Association will be contacted prior to construction.
This proposed project has been coordinated with the National Guard, the Department of Planning, Building and Code Enforcement, and the Offices of the City Attorney, Risk Manager, Budget and Equality Assurance.
