Subject:     SOLE SOURCE PURCHASE OF LIFEPAK DEFIBRILLATORS

 

 

RECOMMENDATION

 

Award the purchase of defibrillator/monitors to Medtronic Physio-Control, for a total cost of $1,300,392.20, including tax, and authorize the Director of General Services to execute the purchase order for the:

 

a)                  immediate purchase of 51 defibrillator units and accessories; and

 

b)         subsequent purchase of defibrillators and accessories at the same unit price without further Council action other than the appropriation of the necessary funds.

 

BACKGROUND

 

The Fire Department has requested the purchase of Medtronic Physio-Control LifePak 12 defibrillator/monitors and accessories to replace existing outdated equipment for the Paramedic Program.  Paramedics are usually first responders and use the equipment to monitor heart rate until the patient is transported.  The equipment is compatible with AMR equipment, the County's transportation company.

 

ANALYSIS

 

In April, 2001 pursuant to Municipal Code Section 4.12.149, the Director of General Services standardized on Physio-Control LifePak 12 defibrillators.  General Services Department/ Purchasing Division has confirmed that the defibrillators can only be supplied by the manufacturer, Medtronic Physio-Control, at a total cost of 1,300,392.20.  Therefore, this is a sole source purchase, pursuant to Subsection 4.12.020.d of the San Jose Municipal Code.
