Report on bids and award of contract for the Brooktree Park Tot/Youth Lot Project to the low bidder, Robert A. Bothman, Inc., to include the base bid and Add Alternate No. 1 in the amount of $203,135, and approval of a contingency in the amount of $21,000. CEQA: Exempt.
BACKGROUND
Brooktree Park is located on Fallingleaf Lane adjacent to Brooktree School, and is surrounded on three sides by residential areas. Brooktree Elementary School borders immediately to the east. The intersection of Four Oaks Road and Shade Tree Lane runs along the southern border (map attached).
The park complex consists of a large turf sports field, walkways, security lighting, mature groves of trees and a picnic area. Brooktree Elementary School has a play lot that is located within close proximity to the park.
The community and school district have indicated that there is a need for a combined play area for both toddler and school aged children in Brooktree Park. This play area was identified in the existing master plan for the park.
The base bid scope of work
for this proposed project includes site preparation, traffic control,
demolition, earthwork, grading and installation of a new drainage system,
concrete work, accessible play equipment for a tot and youth lot, benches
adjacent to the play area, a new concrete pathway leading from the existing
park walkway to the play and picnic areas, relocation of an existing picnic
table, planting of two new trees, and irrigation modifications.
In addition to the base bid, there is one Add Alternate bid item as follows:

The low bid, submitted by Robert A. Bothman, Inc., in the amount of $203,135 is 14 percent below the Engineer's Estimate. A comparison of the individual pay items revealed that the cost for all bid items was generally lower than the Engineer's Estimate. Based on previous construction costs for similar work, construction costs were anticipated to be higher. Staff has reviewed the bid and considers it to be reasonable for the construction work involved.
A contingency in the amount of $21,000 is requested for any unforeseen conditions which may arise during construction this project.
This proposed project was listed on the City’s Internet bid line and advertised in the San José Mercury News and San José Post Record. Bid packages for all Department of Public Works construction projects are routinely provided to a standard list of various contractor organizations, builder’s exchanges and disadvantaged business organizations, including United Minority Business Enterprises and the San José Minority Business Development Center.
This proposed project was coordinated with the Departments of Planning, Building and Code Enforcement, General Services, and Parks, Recreation and Neighborhood Services, and the Offices of the City Attorney, Risk Manager and Equality Assurance.
