Prior to joining District 3 staff, Ragan worked in the nonprofit sector for 10 years in the homelessness and affordable housing sector. She is an active member of the community, currently volunteering with Legacy San Jose Alviso Foundation, Team in Training and Association of Fundraising Professionals Silicon Valley Chapter. A graduate of Santa Clara University, she holds degrees in Political Science and Communications. She and her dog, Sandy, reside in downtown San Jose.*

Ruth Cueto received her B.A. in Political Economy of Industrial Societies from UC Berkeley.  As an undergraduate she tutored and mentored at neighborhood schools, interned for a local union and traveled to Rajgarh, India as a service volunteer. Ruth Cueto is originally from Los Angeles and has lived in the Bay Area since 1998 and currently resides in San Jose.

Fred was raised in the San Joaquin Valley before heading to college at Loyola Marymount University. He graduated from Loyola Marymount with a degree in Theology and taught school for a year before going to Santa Clara University School of Law. After graduating from Santa Clara, he worked as a judicial law clerk for the District Court in Las Vegas, Nevada. He then returned to San Jose to begin his law practice. Over the last 13 years, he has worked as an attorney handling primarily juvenile dependency, family law and employment matters. He is married with three children and resides in San Jose.

Jennifer Kim Luc brings nine years of experience working with neighborhood leaders, nonprofits, and other stakeholders as an employee with the San José Redevelopment Agency, Neighborhood Housing Services Silicon Valley, and the City Manager’s Office.  During her tenure at the RDA, she served as a site coordinator of the East San José Weed and Seed site, and coordinated efforts with Strong Neighborhoods for three neighborhood areas.  She’s a graduate of San José State University with a degree in Psychology and has training and experience facilitating mediation with local community organizations.   She’s also fluent in Vietnamese.
