| Holiday Closures |
District 4 Office
Please note that the District 4 Office will be closed December 20, 2010 through January 2, 2011. If you need immediate service, please call the City Hall Customer Service Line at (408) 535-3500. Due to the holiday closures, there will be no eNotices sent out for the next two weeks.
San Jose City Hall
City Hall will be closed from December 23, 2010 through January 2, 2011. City Hall Customer Service Lines will still be open to take calls at 535-3500 on December 27th, December 28th, and December 29th. If there is an emergency, please dial 911.
Parks
Parks will be accessible to the public from sunrise to one hour after sunset every day. Restrooms will be closed on December 23rd, 24th, December 30th, and December 31st. Minimal park maintenance staff will be on duty on all other days from 6:00 a.m. to 2:30 p.m. After hours and weekend emergency staff may be contacted through the Fire Department Communication (24-hour non-life threatening park emergency: 277-8956, life threatening call: 911).
Community Centers
The Alviso Youth Center, Berryessa Community Center, and the Berryessa Youth Center will be closed from Thursday, December 23, 2010 through Friday, December 31st and will be open for operation on Monday, January 3, 2011. For more information, please call the Alviso Youth Center at (408) 586-7624, the Berryessa Community Center at (408) 251-6392, and the Berryessa Youth Center at (408) 262-1014.
Libraries
The Alviso Branch Library and Berryessa Branch Library will be closed on December 24th, December 25th, December 26th, Friday, December 31st, January 1st, and January 2nd. 19 Grand Opening Event on Saturday, November 20, 2010 |

Please join me, along with Mayor Reed and the San Jose Fire
Department, on Saturday, November 20, 2010 from 10:00AM-11:00AM
for the grand opening of our newest fire station. We will
be joined by Boy Scout Troop 41 as well as students from both
Sierramont Middle School and St. Victor’s School.
Fire Station 19 is a two-story, 6,049 square
feet single company fire station with two apparatus bays.
Construction started in September 2008 and was completed over
the summer. Fire Station 19 has relocated from their existing
address at the corner of Piedmont Road and Penitencia Creek
Road to the southwest corner of Piedmont Road and Sierra Road.
In March 2002, the City of San Jose voters passed the Neighborhood
Security Bond Act that approved the issuance of the $159M
in General Obligation bonds to fund the construction of public
safety facilities. Fire Station 19 is one of the stations
being relocated as part of the public safety bond program
to improve service delivery.
Families and community members are invited to attend the ribbon
cutting ceremony to celebrate the completion of our newest
public safety facility in our community. There will be guest
speakers, children activities, and refreshments. I hope to
see many of you there!

parking.

| Update on PG&E Gas Pipeline Safety |
I would like to take this opportunity to update you on PG&E's Gas Pipeline Safety and Maintenance Program. I am very concerned about this program and will continue to closely monitor the situation and provide you with updates.
PG&E held a press conference on Monday, September 20, 2010 to provide an update on recovery activities in San Bruno, California, following the rupture of a natural gas transmission line on September 9, 2010. PG&E shared information on its gas risk management processes, including real-time system status monitoring. In addition, PG&E released a "Top 100" list as part of their ongoing risk management program used to prioritize our engineering analyses and future work on our transmission pipelines. Two sites have been identified in North San Jose. One pipeline is located near the intersection of Tasman Drive and North First Street and another near the City's border with Milpitas.
On Wednesday, October 6, staff from Public Works and Planning met with PG&E's Vice President of Gas Transmission and Distribution and other technical staff. In continuing the dialogue with PG&E, staff is seeking to gain a better understanding of PG&E's system and build a level of confidence that the system is maintained and operated safely in San Jose.
PG&E has committed to provide maps of their complete system, including valve locations, to our City's emergency responders (Police & Fire). Information on the regulatory maintenance requirements as well as additional information on the criteria used to establish the Top 100 list has also been provided.

While I am relieved that there is no immediate danger in District 4 or in the City of San Jose, my office is working closely with PG&E to coordinate a community meeting to address your concerns and provide more information to residents. My office has been working with the Public Works Department and PG&E to coordinate a community meeting. This will take place next Wednesday, October 20, 2010 in North San Jose.
If you are experiencing any of the following warning signs, please notify PG&E immediately:
- If you smell of gas (natural gas smells like rotten eggs)
- If you notice of a drop in the gas pressure
- If work is being done in your neighborhood that may disrupt the gas lines (ex: cable installation, road repairs, construction, etc.)
- If your neighborhood has a history of contamination/environmental concerns
At this time, the City of San Jose continues to work with PG&E to make sure our pipes are safe and are in good working condition to ensure the safety of our residents. To gain a further level of confidence, staff has asked PG&E to respond with additional information in the form of electronic copies of system maps and a summary of their inspection and audit report. Both of these requests are under consideration by PG&E. We are truly fortunate to have so many outstanding individuals in our community who dedicate their
time to make District 4 a better place to live. I know there are so many remarkable volunteers who
have positively contributed to the success of our community and want to make sure they are recognized for all their hard work and dedication. I made a call for nominations for your help in nominating an outstanding individual, group of individuals, company, or organization that live, work, or volunteer in our community. Nominations were closed on September 30, 2010, and I received an overwhelming response.

Chief Recruitment Community Outreach Meetings |
The City of San José is recruiting
for a new Police Chief and is interested in receiving community
input regarding the ideal qualities of a Police Chief. The
City has contracted with Ms.Teri Black-Brann, of Teri Black
& Company, a public sector executive recruitment firm,
to conduct the search.
Due to the high community interest, the City Manager has added a seventh meeting on Monday, October 4, 2010 at the Mexican Heritage Plaza Pavilion from 7:00 p.m. to 8:30 p.m. to gather input and feedback from community members regarding the Police Chief Recruitment. Spanish and Vietnamese interpreters will be available at the meetings.

The 2010 Chinese Moon Festival Committee, and the City of
San José Parks, Recreation and Neighborhood Services
invite you to their Chinese Moon Festival Celebration. On

activities in a Chinese garden setting.

Master Plan Community Advisory Group is seeking 1 At-Large Member-
Application due September 2, 2010 |
The
residents and businesses of eight cities in the South Bay
are served by the San Jose/Santa Clara Water Pollution Control
Plant (Plant), the largest tertiary wastewater treatment facility
on the West Coast. The City of San José operates the
Plant on behalf of Santa Clara, Milpitas, Campbell, Cupertino,
Los Gatos, Saratoga, and Monte Sereno and their respective
sanitation districts.
A three-year process to plan for the Plant’s future
was launched in 2008, along with the Community Advisory Group
(CAG). CAG is comprised of 20 appointed community members
who are charged with providing an informed, ongoing community
perspective on the Plant Master Plan development, 4 of which
represent San José. CAG members are representative
of each community and a diverse background of interests, including
environmental, civic, business, and educational. CAG meetings
are a conduit for community input during the planning process.
Residents and business owners of San José, Santa Clara,
Milpitas, Campbell, Cupertino, Los Gatos, Saratoga, and Monte
Sereno are being sought for an at-large position. Please click

| Status of the Old Berryessa Branch Library |
First and foremost, I would like to thank you all for your patience regarding the re-use of the old Berryessa Library. Unfortunately, given the monetary investment needed to renovate the current building, it proved to be difficult for the City to find a tenant to take over the building. I have met with City staff regarding next steps and agreed that it was in the best interest to demolish the old Berryessa Library to expand the library’s current parking lot. I have heard it loud and clear from the community that this vacant building has been an ongoing eyesore in our community for the past few years and I believe that the expansion of the parking lot will better serve the increasing needs of the visitors at the Berryessa Branch Library.
The project will expand the existing parking lot at the new Berryessa Branch Library to include an additional 38 parking spaces. Construction includes the demolition of the old library to make room for the new parking area and will require the temporary closure of existing parking spaces in both the Colette Drive and Noble Avenue parking lots during construction.
Since the last update to the community, the project schedule experienced a delay when the construction bid received on this project was higher than the initial cost estimate. Additional funding for the project was approved by the City Council on June 22, 2010 and construction will begin this month, rather than mid-June, as was previously projected.

Night Out 2010 |
On Tuesday, August 3, 2010, neighborhoods
throughout San José are invited to participate with
other communities nationwide for the 27th Annual National
Night Out. National Night Out will involve over 100,000 communities
and over 34 million Americans are expected to participate
this year.
National Night Out is designed to heighten crime and drug
awareness, generate support for and participation in anticrime
efforts, and strengthening neighborhood spirit and police-community
partnerships.
In addition, this night sends the message that neighbors are
working together to keep their neighborhoods safe. From 6:00PM-10:00PM
on August 3rd, many neighborhoods throughout San José
will be hosting a variety of special events such as block
parties,
National Night Out has been a successful partnership between
the community, the Police Department, and the City of San

| City of San José Budget Update - May Update |
With a $116.2 million deficit the City of San José currently faces, the range of budget reduction and elimination proposals will unfortunately be broader than those we’ve seen in the past. Every department is looking at significant cost reductions that will likely have a noticeable impact. The decisions my colleagues and I will make in June will require a difficult balancing act between significantly reducing costs while sustaining the best mix of critical City services, such as police, fire, street maintenance, parks, and library services.
In the area of employee concessions, we are targeting a 5% reduction for all employees, which could reduce the deficit by $30 million. The City of San José has 11 bargaining units representing approximately 6,358 City employees and is currently in negotiations with almost all of the unions with a goal of reducing personnel costs to help lessen service reductions and layoffs of City employees.
I believe that the City Council is in a unique position to lead by example. They should not ask of others what they will not do themselves. On Tuesday, April 27, 2010, the City Council voted to reduce their salaries by 10%. Additionally, City Manager Debra Figone, City Attorney Richard Doyle, City Clerk Lee Price, and City Auditor Sharon Erickson will also be reducing their salaries by 10% for the 2010-2011 fiscal year.
I would like to take this opportunity to thank all the community members who participated in the community budget meetings in Alviso and Berryessa. We appreciate hearing your questions, comments, and feedback. Input received from these community budget meetings helped the City Manager in putting together her proposed operating budget, which was released on May 3, 2010.
Beginning next week, there will be a series of study sessions where the City Council will review and discuss the proposed budget. These study sessions, each focusing on a different city service area, are open to the public and are good opportunities for community participation. In addition, there will be public hearings in May and June for public feedback to the City Council as we continue our budget discussions. The first public hearing takes place on May 18, 2010 at 7pm in the Council Chambers.
I encourage you to stay engaged in the budget process and continue to provide feedback to the City Council as we move forward. There are still many opportunities to participate. Closures in District 4 on Wednesday, May 19, 2010 for the Amgen
Tour |

For the 5th year in a row, the
Amgen Tour of California will bring the drama and excitement
of a professional bicycle stage race to San José. The
world's top international professional teams will compete over
a 650-mile Tour de France-style route that includes the California
redwoods, Wine Country, Santa Clara County and the Pacific Coast.
On Wednesday, May 19, 2010, the Amgen Tour of California will
complete a grueling and pivotal 103-mile San José to
Modesto ride that will end directly in front of San José
City Hall. To facilitate the race, there will be limited road
closures in San José and may directly impact some District
4 residents. These will include:
Wednesday, May 19, 2010 Road Closures (all time approximate):
9:00AM to 12:15PM: Sierra Road
9:00AM to 12:15PM: Felter Road at Sierra Road
11:15AM to 12:15PM: Piedmont Road from North White Road to Calaveras
Road
11:15AM to 12:30PM: Calaveras Road
Mabury Road will be impacted as well.
Most of the route will be handled as a rolling street closure:
as cyclists approach, streets will be closed to all vehicular
traffic including VTA Buses and Light Rail. Streets will re-open
after the last cyclist passes a given area.
If these closures directly affect you, please
make the necessary arrangements so that you will have access
for travel. Streets listed on the Road Closures will not be
accessible and there will be no vehicular traffic permitted
during any given closure. If you live directly on the race route,
I recommend you prepare by parking your car on a nearby street
in advance so that you will have access to your car during the
road closures. California Highway Patrol will accompany the
race and make every effort to minimize the impact to residents,
businesses and traffic.
I apologize for the inconvenience this may cause some residents,
however, I hope you will also enjoy the exciting race on Wednesday,
May 19, 2010. Everyone is welcome to attend the race by lining
the race route to cheer on the riders as they compete in the
world's finest professional cyclist race. If you have any questions,

National River Clean-Up Day - Saturday, May 15, 2010 |
Councilmember Kansen Chu invites you to participate in the
National River Clean-Up Day in District 4 on Saturday, May
15, 2010 from 9:00AM-12:00PM.
Every year, the City of San Jose, in partnership with the
Santa Clara Valley Water District and the Creek Connections
Action Group, hosts various sites in San Jose to clean up
creeks and to beautify neighborhoods. Volunteers are encouraged
to wear long pants, sturdy shoes, gloves and sunscreen and
bring their own pick-up sticks.
District 4 will be cleaning up Upper Penitencia Creek this
year. Please meet at the Girl Scout sign by the wooden bridge.

4 Neighborhood Safety Meeting Summary |
Councilmember Chu along with Supervisor Dave
Cortese and District 4 Neighborhood Associations hosted a Neighborhood
Safety Meeting on Monday, March 29, 2010 at the Berryessa Branch
Library.
Due to rising concern over the safety of residents in District
4, Councilmember Chu and District 4 Neighborhood Associations
organized this Neighborhood Safety Meeting to address the current
situation and inform residents about what is going on in our
neighborhoods and how to keep our community safe.
Representatives from the San José Police Department,
Mayor’s Gang Prevention Task Force, Crime Prevention,
and Code Enforcement were present to address neighborhood safety
concerns. Santa Clara County District Attorney Dolores
Carr and Sheriff Laurie Smith were also present.

of San José Budget Update - March 2010 |
I would like to take this opportunity to keep
you up-to-date on the City of San José’s fiscal
situation and encourage you and your neighbors to stay informed
and participate in the budget process.
Mayor Chuck Reed released his March Budget Message on Friday,
March 12, 2010. It gives directions to the City Manager
regarding approaches to preparing the FY 2010-2011 budget.
The City of San José continues to face significant fiscal
challenges. After eight straight years of budget reductions,
there are no easy solutions left. Facing a projected $116 million
shortfall in the City’s General Fund for the fiscal year
beginning July 1, 2010, the Mayor’s budget message calls
for a balanced approach to closing the budget gap, while protecting
critical services.
Mayor Reed has called on the city’s 11 bargaining units
to make concessions in wages and benefits rather than risk service
cuts and layoffs in the midst of the worst job market in recent
years.

| 2010 Census |
The 2010 Census — a count of everyone living in the United
States — is fast approaching! In mid-March 2010, every
household in San José will receive a 2010 Census questionnaire.
We need you or someone in your household to fill it out and
mail it back by April 1, 2010. The information you provide will
determine how over $435 billion in federal funds are distributed
each year to cities like San José for community programs
and services, such as education, housing, public health, senior
services, transportation, neighborhood improvements and more.
Filling out a census form is safe, easy and confidential!
In March 2010, every household in the county will receive a
Census questionnaire. We need you or someone in your household
to fill it out and mail it back by April 1, 2010, to ensure an accurate people count in San Jose and Santa Clara
County.
It’s Important – The federal government
uses census numbers to allocate more than $435 billion annually
for community programs and services, such as education, housing,
public health, senior services, transportation, neighborhood
improvements and more. The information you provide makes sure
that San Jose and Santa Clara County get their fair share of
these funds.
It’s Easy – Every residence will
receive a short form with 10 questions that is simple and fast
to complete. Forms are available in English, Spanish, Vietnamese,
Korean, Chinese and Russian. Language assistance is available
in over 50 languages by calling 1-866-872-6868 (dial 1-866-928-2010
for a Spanish Operator). Lines will be open from 8 a.m.
to 9 p.m., seven days a week starting February 25, 2010 through
July 30, 2010. For the hearing-impaired, dial 1-866-783-2010
(during times noted above).
It’s Confidential – By law, the Census
Bureau cannot share an individual’s answers with anyone,
including welfare and immigration agencies. Every Census
worker has taken an oath for life to protect confidentiality
of census responses. Violation would result in a jail term of
up to 5 years and/or fine up to $250,000.

March 20, 2010 - Great
American Litter Pick Up |
Help keep the City of San José clean, improve the environment,
and contribute to a better quality of life by volunteering with
other concerned citizens in the Great American Litter Pick-Up
to help clean up litter and debris on Saturday, March 20, 2010,
from 8:30am-12:30pm.
This is an annual event where hundreds of volunteers come out
to help pick up litter in their neighborhoods. Organize a group
of your neighbors to clean up your neighborhood and the City
of San José will provide the litter clean up supplies
– gloves, pick-up sticks, safety vests, and trash and
recycling bags. Lunch will also be provided for volunteers that
day.
Keeping District 4 clean takes a community-wide effort and
Councilmember Chu encourages District 4 residents to come out
for even stronger participation in 2010!
This year, there will be two meeting locations in District
4: Berryessa Community Center and Alviso Youth Center. If you

Airport Land Use Commission Appointment |
On January 14, 2010, the Santa Clara County
Cities Association City Selection Committee appointed Councilmember
Kansen Chu to the Airport Land Use Commission (ALUC) to fill
a term expiring in May 2012. The Airport Land Use Commission
was established to provide for appropriate development of areas
surrounding public airports in Santa Clara County. It is intended
to minimize the public's exposure to excessive noise and safety
hazards, and to ensure that the approaches to airports are kept
clear of structures that could pose an aviation safety hazard. |
District 4 Won the 2nd
Annual City Council Tree Decorating Contest with 69% of the Votes |
I
am pleased to announce that District 4 won the 2nd Annual City
Council Tree Decorating Contest at Christmas in the Park this
year with 69% of the votes.
This was my second year to support Christmas in the Park by
sponsoring a District 4 Tree and participating in the 2nd Annual
Tree Decorating Contest. This was also the second year that
San Jose City Council Members have engaged in a friendly competition
to see who could decorate the best tree.
This year, the District 4 Tree (Tree #601) was decorated
by the Piedmont Hills High School Associated Student Body and
Leadership Class.
Voting took place online during the month of December. Thank
you to all of you that voted to support the District 4 tree.

Asian American Donor Program (AADP) helps blood cancer patients
to find their bone marrow matches. Every day, there’re
about 6000 blood cancer patients searching for their bone marrow
matches. Because bone marrow match is based on ethnicity, it’s
more likely to find a match in the same race. Out of 7 million
donors in U.S., less than 7% are Asian American and less than
20% are minorities. We highly encourage more minorities to sign

Dear District 4 Neighbors,
The holidays are a time of love and laughter for most of us
as well as a time for getting together with the people we care
about. But for some, the holiday season presents each of us
with a unique opportunity to help those in need within our great
city; whether we choose to make a financial donation, donate
new toys or clothes, volunteer our time and talents, or participate
in a holiday drive. Together, we can all make a difference by
volunteering in our communities. Even the smallest contribution
can make a significant difference to those who are struggling.
The City of San José and non-profit organizations work
together during the holiday season, as well as throughout the
year, to give back and brighten the lives of people in our community.
In addition, San Jose schools do their share by organizing their
own holiday drives. I wish to thank and commend the residents
who work behind the scenes in our community and make the holiday
season brighter for the many who receive the benefit of their
efforts. If you are interested in volunteering, there are many
opportunities right in our backyard, whether it is with Santa
Visits Alviso, North Valley Community Association’s Holiday
Season event at the Berryessa Library, or even spending time
at the local food banks, you can make a difference in making
someone’s holiday a joyous celebration. Please contact
my office to see how you can help.
As the City of San José faces another year of significant
and enduring fiscal challenges, I believe it is critical that
the City Council continues to work together to solve long-term
budget issues and find creative solutions that address and preserve
essential services. As a City Council, we are working for the
well-being of the whole City and need to continue to serve our
residents in the best way possible. I will continue to work
collaboratively with my colleagues to think outside the box
and to be creative in addressing issues and problems as we look
ahead to preparing the budget for the next fiscal year.
In addition, I ask you for your assistance to help me and the
City Council understand your priorities by sharing with us your
thoughts on how we should create a balanced budget that addresses
the fundamental issues of our City, while remaining fiscally

One-Day Regional Park
Closures to Begin November 30, 2009 |
As part of the City of
San Jose’s Budget Reduction Plan, four of the City of
San Jose’s regional parks, Alum Rock Park, Almaden Lake
Park, Overfelt Gardens, and Prusch Farm Park, will close on
Mondays beginning November 30, 2009.
On park closure days, visitors, joggers
and picnickers will be unable to enter the selected sites and
Los Alamitos trail users will be advised of an alternative route.
Any affected park classes, tours, activities and events will
be rescheduled. If rescheduling is not possible, the parties
will be accommodated. Facilities will still be available for
rent (i.e. corporate events, weddings) on Mondays.
Park rangers will patrol to enforce the
park closures and maintain security.
The Guadalupe River Park, Kelley Park
and Lake Cunningham Park are not affected by this action.

Updates Regarding the
Old Berryessa Library - October 2009 |
First
and foremost, I would like to thank you all for your patience
regarding the re-use of the Old Berryessa Library. As
you may already know, the City Council approved the authorization
of staff to conduct an exclusive 90 day negotiation period with
East Side Union High School District (ESUHSD) for a lease agreement
for the former Berryessa Library building in December 2008.
The City has continued negotiations with ESUHSD past the 90
day timeline but unfortunately, negotiations came to a halt
over the summer due to the budget realities the school district
was facing.
Conceptually, staff from ESUHSD and the City have agreed to
lease the vacant building to ESUHSD under City Council Policy
7-1 (below market lease, i.e. $1/mo.). Because the building
is on park land, the City can only enter into a contract of
3 years, with the option of renewal. As part of the agreement,
ESUHSD would incur the costs for the rehabilitation of the building.
In addition, ESUHSD would have needed to remediate mold infestation,
bring building to code (health, safety, ADA), and do tenant
improvements necessary to accommodate their programmatic needs.
Given the recent budget constraints of ESUHSD and the monetary
investment needed at the start, it proved to be difficult for
ESUHSD to make a commitment at this time. Moreover, it
has remained difficult to find a tenant who was willing to make
such a large investment without a guarantee of a lease period
longer than 3 years.
I have met with the City staff regarding next steps and have
agreed it was in the best interest to demolish the old Berryessa
Library and expand the parking lot. I understand that
this vacant building has been an ongoing eyesore in the community
for the past few years and I believe that the expansion of the
parking lot will better serve the increasing needs of the visitors
at the Berryessa Branch Library.
A community
meeting took place on Wednesday, October 28, 2009 at the
Berryessa Community Center to inform the community of the City’s
decision and to provide a timeline for the demolition and construction.Before
the demolition can take place, the City needs to complete an
environmental study. The demolition and construction is expected
to start in June 2010 with an estimated completion in November
2010.
The total cost for this project is estimated to be around $600,000
and funding for this project comes out of Library Bond dollars,
as a result of cost savings on other City funded bond projects.

and assistance during the Request for Proposal (RFP) selection
process as well as the residents for their input and feedback.

State Budget Update
and the Potential Impacts to the City of San Jose |
I wanted to take this opportunity to provide
an update to you about the current status of the State of California’s
budget and how that will impact the City of San José.
As many of you are aware, Governor Schwarzenegger signed a
package of 26 bills as amendments to close the $23.24 billion
budget shortfall in the Fiscal Year 2009-2010 State Budget Bill
on July 28, 2009. The package of proposals to address
the State’s deficit includes cuts, shifts, and captures
billions of dollars in local funding from cities and counties.
Immediate State Budget impacts on the City of San José
and the Redevelopment Agency totals $95 million. The State will
be borrowing $20 million from property taxes and will reduce
the San José Redevelopment Agency budget by $75 million.
At this time, the City continues to monitor legislative follow-up
actions and to identify contingency plans for further impacts
as we prepare for the 2010-2011 fiscal year.
During the month of July, the City of San José selected
me to represent the City at the Local Government Summit on Governance
and Fiscal Reform in Sacramento. This was a two-day forum where
mayors, council members, county supervisors, and school board
members from across California discussed and debated emerging
proposals to reform our state governance and fiscal systems.
The outcome of this summit resulted in the adoption of three
key principles to:
- Protect local revenue sources
- Reform term limits at the State level
- Allow communities to approve taxes with less than the current
two-thirds majority needed at the State level
The City of San José’s lobbying efforts continue
to strongly oppose proposals to borrow or take San José’s
local revenues and urges the State to focus on solving the State’s
budget problems without harming local governments. The
City of San José is part of a broad coalition on these
efforts, which includes the League of California Cities and
other public agencies. Together, cities are pulling together
to file a lawsuit against the State of California to protect
their local revenue sources in order to ensure that essential
services are preserved for their residents.
In September, the Berryessa Citizens Advisory Council will
be hosting a forum on the State budget impacts. Please
join me and Deputy City Manager Norberto Duenas for an update
on the state budget and the potential impacts to the City of
San José. The meeting will take place on Monday,
September 14 at 7:00 p.m. at the Berryessa Community Center.

National Night Out 2009

Tuesday, August 4, 2009, neighborhoods throughout San José
are invited to join forces with thousands of communities nationwide
for the 26th annual National Night Out. Over 34 million
people and 10,000 communities nationwide are expected to participate
in “America’s Night Out Against Crime.”
I encourage District 4 neighborhoods to participate in National
Night Out 2009.
National Night Out is designed to heighten crime and drug awareness,
generate support for and participation in anticrime efforts,
and strengthening neighborhood spirit and police and community
partnerships. In addition, this night sends the message
that neighbors are working together to keep their neighborhoods
safe.
From
6:00pm to 10:00pm on August 4th, many neighborhoods throughout
San José will be hosting a variety of special events
such as block parties, cookouts, ice cream socials, barbeques,
and informal gatherings. Last year, approximately 60 San
José neighborhoods showed their support for National
Night Out by enjoying an evening with their neighbors and local
police officers. My staff and I plan to visit as many
neighborhoods as possible and we look forward to seeing all
of you then. To include your neighborhood in this year’s
event, please contact the San José Police Department

In addition, my office will be sponsoring District 4’s
second annual National Night Out Movie night at Noble Park.
I encourage residents to enjoy the National Night Out festivities

Don’t forget your blankets and lawn chairs!

City Council Adopts
2009-2010 Budget |
On June 23, 2009, the City Council unanimously
approved the budget for the 2009-2010 fiscal year, beginning
July 1, 2009. In order to balance the budget, the City Council
needed to make up an $79.4 million shortfall to balane the budget
for the 2009-2010 fiscal year. On Tuesday, July 9, 2009, the
Mayor and City Councilmembers voted to reduce their salaries
by 3.75%. I believe that as a City Councilmember, I am in a
unique position to send a message and lead by example. Therefore,
I have taken a voluntary cut of 4% in addition to a $150 cut
on my car allowance effective July 1, 2009. Additionally, City
Manager Debra Figone, City Attorney Richard Doyle, City Clerk
Lee Price, and City Auditor Sharon Erickson have also reduced
their salaries by 3.75% to their 2007-2008 compensation levels
for the 2009-2010 fiscal year.
While this was a very difficult budget year, my colleagues
and I were able to work collaboratively to preserve essential
services in the City of San José, including the restoration
of Branch Library Hours, Park Rangers, the Horse Mounted Unit,
a Traffic Enforcement Unit, police patrol staffing, as well
as Satellite and Neighborhood Community Centers. Collaboration
opens opportunities for thinking outside the box and being creative
in addressing issues and problems.
I would like to take this opportunity to thank District 4 residents
for sharing your thoughts, concerns, and priorities during the
budget process. |

This new facility will replace the exisiting branch library

Councilmember Chu is looking for District 4’s next Youth
Commissioner. The San José Youth Commission was designed
to support the development of youth who are willing and able
to serve their communities through active civic participation
and constructive decision-making. The Youth Commission is an
appointed body of 11 youth, 14-20 years old, modeled after the
San José City Council. Their functioning purpose is to

New Water Conservatioin

Today, City Council approved a Water Conservation Ordinance
in San José and I want to share with you details of this
ordinance so that you too, can play a crucial role in conserving
water.
In the Ordinance that was approved today, the San José
City Council adopted a resolution declaring a water shortage
of 15% for the City of San José, which means that the
City will adopt a policy to strengthen the City's water waste
prevention and water shortage measures. The City of San José
will also establish a water budget program for Municipal Water
System customers located in the System's Edenvale, Evergreen
and Coyote service area.
This is in response to the Governor's declaration of a state
of emergency in February 2009, due to the drought and issued
a proclamation that directs agencies to implement a drought
emergency plan and provide assistance to those impacted by the
drought.
As we begin to enter the warmer months and expected increase
in water usage, I want to encourage you to think of ways you
can conserve water this year to play your part in water conservation.

Call for Volunteers for the Great American Litter Pick-Up 2009! |

Help keep San José clean,
improve the environment, and contribute to a better quality
of life by volunteering with other concerned citizens in the
Great American Litter Pick-Up to help clean up litter and
debris on Saturday,
April 25, 2009, from 8:00am-12:30pm.
This is an annual event where
hundreds of volunteers come out to help pick up litter in
their neighborhoods. Organize a group of your neighbors to
clean up your neighborhood and the City of San José
will provide the litter clean up supplies – gloves,
pick-up sticks, safety vests, and trash and recycling bags.
Lunch will also be provided for volunteers that day.
The 2008 Great American Litter
Pick Up was a success! Out of nearly 1000 volunteers,
District 4 had the largest turn out of almost 400 volunteers
and a total of 107 bags of litter picked up! Keeping
District 4 clean takes a community-wide effort and Councilmember
Chu encourages District 4 residents to come out even stronger
in 2009!
This year, there will be two meeting locations
in District 4: Berryessa Community Center and Alviso
Youth Center. If you would like to participate, please

Census Workers to Start Canvassing San Jose Neighborhoods |
Beginning April 6, 2009, U.S. Census workers will be coming to your neighborhood. As the first step in gearing up for the 2010 Census, field workers will begin “address canvassing” in Santa Clara County to verify and update existing residential addresses and area maps. These will be used to deliver the Census 2010 questionnaires next year.
An accurate Census count is important to the City of San José, as well as other local government agencies, because the Census count is used to make important decisions about the amount of funding our agencies receive. Every year, more than $300 billion in federal funds is awarded to states and communities based on Census data. The U. S. Census Bureau is working in partnership with the County of Santa Clara, the City of San José, Valley Transportation Authority, and local communities, to get the word out.

Silicon Valley Rapid Transit Project Draft Environmental Impact Statement (EIS) and Notice of April 2009 Public Hearings |
The Federal Transit Administration (FTA), in coordination with the Santa Clara Valley Transportation Authority (VTA), proposes to construct an extension of BART from the approved Warm Springs Station in Fremont to Santa Clara County.
FTA, in coordination with VTA, has prepared a Draft Environmental Impact Statement (EIS) for the project to address short- and long-term environmental impacts of the three project alternatives listed below:
- Future No-Build
- Berryessa Extension Project (extending the BART alignment from the Warm Springs Station to terminate near Las Plumas Avenue in San Jose).
- Silicon Valley Rapid Transit Project (extending the BART alignment from the Warm Springs Station through Milpitas and San Jose and terminating in Santa Clara).

Public Comment Period Regarding VTA Proposed Changes to Bus Lines 61 & 62 |
VTA has received requests to change the routing of Bus Lines 61 and 62 east of Capitol Avenue in order to better serve the public. Line 61 would operate on Sierra to Piedmont. The City of San Jose's Department of Parks, Recreation, and Neighborhood Services (PRNS) is developing a 5-year Pricing & Revenue Plan for the programs and services offered by PRNS. To continue to provide services to our residents, we must develop a pricing and revenue strategy that is sustainable, fair, and serves the public need. The Department is moving in the next stage of the Pricing and Revenue Plan and will be hosting a series of community meetings throughout the month of February to discuss the costs and pricing methods for services, alternative methods to increase revenue, and strategies to ensure fairness.

Amgen Tour |

For
the 4th year in a row, the Amgen Tour of California will bring
the drama and excitement of a professional bicycle stage race
to San José. The world's top international professional
teams will compete over a 650-mile Tour de France-style route
that includes the California redwoods, Wine Country, Santa
Clara County and the Pacific Coast.
On Tuesday, February 17, 2009, the Amgen Tour of California
will complete a grueling and pivotal 103-mile San José
to Modesto ride that will end directly in front of San José
City Hall. To facilitate the race, there will be limited road
closures in San José and may directly impact some District
4 residents. These will include:

9:00AM to 1:00PM: Felter Road at Sierra Road
12:15PM to 1:00PM: Piedmont Road from Mabury Road to Sierra

If these closures directly affect you,
please make the necessary arrangements so that you will have
access for travel. Streets listed on the Road Closures will
not be accessible and there will be no vehicular traffic permitted
during any given closure. If you live directly on the race
route, I recommend you prepare by parking your car on a nearby
street in advance so that you will have access to your car
during the road closures. California Highway Patrol will accompany
the race and make every effort to minimize the impact to residents,
businesses and traffic.
I apologize for the inconvenience this may cause some residents,
however, I hope you will also enjoy the exciting race on Tuesday,
February 17, 2009. Everyone is welcome to attend the race
by lining the race route to cheer on the riders as they compete

District 4 Honoree for 2009 - Santa Visits Alviso Foundation |

Each
year, the Mayor’s Office asks each Council District
to submit a nomination for their District Honoree to be recognized
at the annual State of the City event. This year, I have selected
the Santa Visits Alviso
Foundation as the District 4 Honoree for 2009.
The Santa Visits Alviso Foundation was founded by Joe Guadalupe Santiago Sr. and his wife Judy Santiago in 1983 to bring Christmas to families of Alviso displaced by the flood that otherwise might have not had a Christmas. The Santa Visits Alviso Foundation is an all volunteer organization that provides educational gifts along with the joy and spirit of Christmas to hundreds of children for the past 25 years.
The Santa Visits Alviso Foundation is active all year. Besides the Santa Visits Alviso holiday program, they fund a scholarship program and support the Alviso Soccer Program, the Wilcox High School’s Junior Varsity and Varsity Girls Soccer Program, in addition to many other events during the year that are organized by the Alviso Library and the Alviso Youth Center.
Judy Santiago serves the Santa Visits Alviso Foundation as Mrs. Claus and as the Honorary Chair and works year round toward securing funding, organizing the scholarship program, and coordinating volunteers. Judy has continued her family’s legacy of leadership in the Santa Visits Alviso Foundation by involving her children in the program and continuing the legacy of her husband.
I commend the Santa Visits Alviso Foundation for their dedication
and commitment to serving the Alviso community as a voice
for our youth and our neighborhoods. |

December 2008 Street Light Updates |
On December 5, 2008, I submitted a budget request for consideration by the City Council and Redevelopment Agency for funding to install LED lights for the North San José Redevelopment Area. The City of San José is facing a projected $65M shortfall in the general fund in the next fiscal year and is spending approximately $3.5M of that funding every year to power 62,000 street lights that we have in the city. In order to deal with rising energy costs for streetlights and the lack of resources available to adequately maintain and operate the streetlights, the City Council approved the “Street Light Shutoff” cost saving strategy, one of the Tier Two Options proposed by the administration as part of the City Manager’s 2008-2009 Proposed Budget. By shutting off 900 (1.5%) of the City’s 61,000 streetlights, the City of San José will yield a cost savings of $77,000 in the General Fund. As part of the 2008-2009 RDA Budget process, I was able to secure approximately $200,000 in funding for 200-250 in North San José.
I recommended that the City Council approve funding for the installation of Light Emitting Diode (LED) streetlights for approximately 700 locations, using the North San José industrial area as a starting area. LED lights require much less energy and lasts much longer than the Low Sodium lights, and therefore maintaining them is much more cost effective. The average life span of the LED is 15-20 years as compared with the 4 years for the current Low Sodium lights. As the City is facing a General Fund structural deficit of over $100 million, it is important to continue looking for create and innovate ways the City can reduce costs. Funding the pilot in North San José will reduce electricity costs and meet our Green Vision by installing high tech, energy efficient and environmentally friendly LED streetlights in the Capitol of the Silicon Valley. |
Redevelopment
Agency Budget Request for Coyote Creek Trail Development |
I have been working to secure funds to develop
the Coyote Creek Trail in North San José. I recently
submitted a budget request to the Redevelopment Agency Capital
Budget for the 2008-2009 Fiscal Year in the amount of $500,000
to develop the Coyote Creek Trail.
Mayor Chuck Reed released the Mayor's Budget Message 2008
and recommended approval for this request. I am excited to
share this information with you today.
The City of San José Green Vision sees completion
of the 100 mile trail network within 15 years. Specifying
funds for the Coyote Creek Trail development from Highway
237 to Montague Expressway will ensure that the City's competitive
position to meet the Green Vision goals and seek grant funds
for the trail construction.

Streetlight Shutoff in District 4 |
In order to deal with rising
energy costs for streetlights and the lack of
resources available to adequately maintain and
operate the streetlights, the Department of Transportation
has opted to shutoff a number of streetlights.
A $77,000 General Fund ongoing reduction strategy
was adopted in the 2008/2009 Fiscal Year to shutoff
900 (1.5%) of the streetlights throughout the
City.

Increased
Traffic Enforcement in Berryessa |
The San Jose Police Department Traffic Enforcement Unit (SJPD TEU) will be conducting increased traffic enforcement in the Berryessa area between October - December 2008.
The Berryessa area has been selected as one of six high enforcement zones based on the number of citizen complaints regarding traffic problems such as speeding, failure to yield, and running stop signs. The SJPD TEU will be out in force, especially in the areas near our schools. The TEU includes both motor officers and patrol cars.
The boundaries for the Hostetter Enforcement Zone are: Cropley Avenue, the Foothills, Penitencia Creek Road, Capitol Avenue, and Interstate 680.

| Street Light Updates |
On December 5, 2008, I submitted a budget
request for consideration by the City Council and Redevelopment
Agency for funding to install LED lights for the North San
José Redevelopment Area. The City of San José
is facing a projected $65M shortfall in the general fund in
the next fiscal year and is spending approximately $3.5M of
that funding every year to power 62,000 street lights that
we have in the city. In order to deal with rising energy
costs for streetlights and the lack of resources available
to adequately maintain and operate the streetlights, the City
Council approved the “Street Light Shutoff” cost
saving strategy, one of the Tier Two Options proposed by the
administration as part of the City Manager's 2008-2009 Proposed
Budget. By shutting off 900 (1.5%) of the City's 61,000
streetlights, the City of San José will yield a cost
savings of $77,000 in the General Fund. As part of the
2008-2009 RDA Budget process, I was able to secure approximately
$200,000 in funding for 200-250 in North San José.
I recommended that the City Council approve funding for the installation of Light Emitting Diode (LED) streetlights for approximately 700 locations, using the North San José industrial area as a starting area. LED lights require much less energy and lasts much longer than the Low Sodium lights, and therefore maintaining them is much more cost effective. The average life span of the LED is 15-20 years as compared with the 4 years for the current Low Sodium lights. As the City is facing a General Fund structural deficit of over $100 million, it is important to continue looking for create and innovate ways the City can reduce costs. Funding the pilot in North San José will reduce electricity costs and meet our Green Vision by installing high tech, energy efficient and environmentally friendly LED streetlights in the Capitol of the Silicon Valley.

In September 2007, the City Council made a commitment to eliminate the general fund structural budget deficit and fully fund all parks, pools, community centers, and libraries as components of their list of three-year goals. The Department of Parks, Recreation, and Neighborhood Services (PRNS) has initiated the development of a Pricing and Revenue Plan to help achieve those goals.
The Pricing and Revenue Plan will assess the actual costs of the services PRNS provides, identify new revenue sources, bring consistency o department pricing policies, and explore additional public/private partnerships.
In the coming weeks, PRNS will begin preliminary stakeholder outreach meetings to introduce the department's Pricing and Revenue Plan process.

on the proposed Inclusionary Housing Policy. I encourage you

Inclusionary Housing requires developers
to make a percentage of housing units in new residential developments
available to low- and moderate-income households. Attend the
meeting to hear how the City is proposing to implement this
and share your thoughts with staff to contribute to a successful
policy.

October 20-26, 2008 - Citywide Anti-Graffiti "Lend a Hand Event" |
As the City of San José’s Anti-Graffiti and Litter Program is wrapping up another successful year, they would like to express their gratitude to all of their dedicated program volunteers. Many of you have contributed by either removing graffiti or by reporting it to the 24-hour hotline at 277-2758.
The citywide graffiti abatement "Lend a Hand" event will take place during the week of October 20-26, 2008. During this week, the City is encouraging volunteers to participate in this concentrated graffiti abatement effort so that together, we can have a more noticeable impact on graffiti throughout the entire City.
Graffiti defaces public and private property. It contributes towards the increase of crime in your neighborhood and areas with graffiti tend to decrease in property value.
By helping spread the word about the Anti-Graffiti and Litter Program and its volunteer opportunities. You can also help by removing graffiti on public property and/or by adopting a block, fence, or wall in your neighborhood. In addition, reporting graffiti to the 24-hour Anti-Graffiti Hotline at 277-2758 can help us wipe graffiti.

Ridge Trail Celebration at Penitencia Creek Park - Saturday, October 25, 2008 |
On Saturday, October 25, 2008, the Bay Area Ridge Trail Council (BARTC), the City of San Jose, the County of Santa Clara, and the Santa Clara Valley Water District will dedicate a 3-mile trail section in a morning ceremony followed by hikes, rides, and other activities. The Department of Transportation will be giving away 150 children's bicycle helmets.

Penitencia Creek Trail in the Berryessa neighborhood is a vital community connector, linking to parks, schools, community centers, businesses, and a light rail station. This trail is part of San Jose's 100-mile Trail Program and the County's General Plan; it leads hikers, cyclists, and equestrians through the neighborhood, and soon will link directly to Alum Rock Park's Ridge Trail segment.

Councilmember Kansen Chu will join the US Silicon Valley - China Sister Cities Association (USSV-CSCA) and the San José Chamber of Commerce's delegation to China. This will be an inaugural joint trip to three leading technology centers of China: Haidian, Jinan, and Wuhan. This delegation will be led by Councilmember Kansen Chu, Chamber President/CEO Pat Dando, and USSV-CSCA Chair Dennis Fong. Councilmember Chu will also be taking part in the Mayor of Hangzhou's Sister Cities Summit.

Movie Night at Noble Park.
On Tuesday, August 5, 2008, neighborhoods throughout
San José are invited to join forces with
thousands of communities nationwide for the 25th
annual National Night Out. Last year, approximately
60 San José neighborhoods showed their
support for National Night Out by enjoying an
evening with their neighbors and local police
officers by hosting a variety of events.
This year, my office proudly takes part in National
Night Out and is hosting an outdoor movie night.
The Outdoor Movie Night will be featuring the
film, “The Incredibles.” By
putting together a movie night, families and neighbors
can attend and participate in a fun and entertaining
evening. Not only does this event promote
community unity, it’s a great way for our
office to provide important resources for the
neighborhood and to involve the District 4 community
in this national celebration.

As most everyone is aware, Clara returned to nest on the south side of City Hall again this year. Since their birth on Earth Day 2008, the world has been watching the progress of the three young peregrine falcons born in a nest box high atop a utility shaft on the 285-foot high San Jose City Hall building. Since the chicks hatched on April 22, the FalconCam has averaged 18,000 visits each day.

| North San Jose Update - April 25, 2008 |
On April 22, the City Council heard the result of the North San Jose Neighborhoods Planning Taskforce that I formed with Mayor Chuck Reed 8 months ago. I want to thank the taskforce members for 15 meetings of intense planning work focused on making North San Jose an even better place to live, work, and play in the next 20 years. The Council approved over 150 guiding princples which will serve as the basis for the Implementation Strategy to be developed in the next 4 months. The Taskforce will reconvene to provide their input to the strategy document.

| Penitencia Creek Road - March 15, 2008 |
I joined Berryessa and Alviso residents to announce the opening of a capital improvement project at Penitencia Creek Road and Viceroy Way. This City of San Jose project cost $232,000 and was a joint effort between the Department of Transportation and Parks Department. The project consisted of a sidewalk, curb and gutter, ADA curb access ramps, traffic signs, pavement striping and markings, and a median island pedestrian refuge. With the installation of flashing beacons to alert drivers that pedestrians are crossing, the crosswalk leading to the Penitencia Creek County Park will be more pedestrian-friendly. see more

| Storm Response - January 4, 2008 |
Today, I received a message from Assistant City Manager Christine Shippey regarding the City's preparation and response to the 3 major storms and I wanted to share it with you:
STORM MANAGEMENT REPORT
According to our Department of Transportation, the extra effort taken by City staff to clean the storm catch basins over the past few days was time well spent. Neighborhoods are generally in good shape, with additional DOT crews responding to clogged catch basins as reported or discovered. Alviso is being closely monitored as well, and at this time, is functioning without issue. DPW staff will be monitoring the smaller creeks with limited capacity. DOT and DPW will be coordinating their condition assessments and preparations for the remainder of the storm this afternoon.
