Student Guide to Police Practices

Dear Friends,

As autumn begins and children return to school, I thought this would be a good time to share some street safety reminders from our Department of Transportation traffic safety staff and information on school safety programs. 

The City is committed to creating safe school zones and during this most recent budget cycle we prioritized securing the services of school crossing guards for an additional year.  Also, a team of Parking Traffic Control Officers are being deployed to schools throughout the school year to conduct targeted enforcement.  The goal of this special unit is to create more organized traffic flow for school drop off and pick-up. 

The STREET SMARTS School Safety Education Program uses fun, interactive safety presentations in a variety of formats to teach students ages 5-15 years, behaviors that will help keep them safe, especially during school drop-off and pick-up times.  The STREET SMARTS program is available at no cost to all San Jose elementary and middle schools. Walking is a great form of exercise and a common way families and students get to and from school.   Whenever we walk we reduce traffic congestion, improve air quality, and do something incredibly beneficial for our health.  It isn’t enough, however, to just be aware of laws and safety rules, because our safety can be impacted by the sometimes unpredictable actions of others. 

As pedestrians we need to be proactive, use common sense, and caution - whenever we are around traffic.  A helpful reminder is crossing the street is not a good time to multi-task.  Focus on your surroundings not on your phone or other hand-held device. 

So, here are a few tips to keep you safe when walking: Always cross at an intersection, preferably in a crosswalk.  The top cause of pedestrian accidents in San Jose is vehicles making a right turn across a crosswalk.  Look in all directions before stepping into the street and watch for turning cars. Continue looking in all directions as you cross the street and avoid distractions. Make eye contact with drivers of oncoming cars to be sure they see you. 

Drivers and pedestrians alike all share the road.  Together we can ensure one another’s safety.  While behind the wheel of your car, don’t make unsafe turns or block traffic, obey traffic signs and signals, and put down your cell phone.  Simply put be aware of those sharing the road with you. 

Whether walking or driving remember to model positive behavior for the children in your life; your actions will teach them to be safe around pedestrians and traffic.  By making safety a priority, you’ll ensure the wellbeing of your children and the community.

Aquatics Program at Camden Will Continue

The Camden Pool will continue for lap swim and water aerobics classes through the end of the year. The City is searching for an outside provider to continue managing the pool in 2011 in order to provide continuous service to the community. To keep the pool operating the lap swim fees will be increased to $5 for adults and $4 for seniors/disabled participants on September 1st.  For further information contact the Aquatics department at 408-277-2291 or to enroll in water aerobics classes call 408-559-8553.

1st Annual District 9 Neighborhoods Commission Report Out

The District Nine Neighborhood Commissioners invite you to the 1st Annual D9 Caucus and Report Out.

They will be sharing the Commissions accomplishments for the previous year (July 2009 – June 2010) and the work plan for the coming year (July 2010 – June 2011).  They will also be taking any feedback you have on the issues that affect your neighborhood.

To enhance the City’s commitment to integrating the voice of the neighborhoods into the decision making process, the Neighborhoods Commission was created.  The Commission is comprised of thirty members, selected by their fellow residents.  The Commission studies issues, course of action, policies and programs that affect neighborhood quality of life.  The Commission also makes recommendations to the Mayor and City Council on matters of significant community interest.  District Nine is represented on the Neighborhoods Commission by Melissa McCoy-Evans, Hugh Graham and Jim Ramsell.  

The City is Seeking Community Input on Police Chief Recruitment

 The City of San Jose is recruiting for a new Police Chief and is interested in receiving community input regarding the ideal qualities of a Police Chief.  San Jose’s Police Chief oversees the operations of approximately 1700 police employees (1273 sworn positions) in 4 Bureaus comprised of 10 divisions with more than 70 specialized Units and assignments providing police services for our community of more than 1 million residents.

The City has contracted with Ms. Teri Black-Brann of Teri Black & Company, a public sector executive recruitment firm, to conduct this recruitment for the Police Chief. You are encouraged to attend the following meeting:

Free Electronic Waste Recycling Sat. Sept. 11th at Cambrian School District

There will be a free electronic Waste recycling event on Saturday, September 11th from 9am to 2pm a the Cambrian School District Office parking lot located at 4115 Jacksol Drive. League of Women Voter’s Workshop on State Budget Saturday, Sept. 25th

Career Transitions, the latest addition to the Library’s growing array of resources for job seekers, is a one-stop center for people at any stage in the job search process. Coastal Cleanup Day – Saturday, September 25th 9am to Noon

Volunteering at a creek or beach cleanup event helps to keep these natural parts of our county beautiful for everyone to enjoy. These events also give volunteers an opportunity to meet new people, to get outside, and to volunteer in a stress-relieving, natural setting.

Our cleanup days are also a great way to fulfill your community service requirements. Individuals, clubs, and classes are welcome and encouraged to come out and participate in our cleanup events.  All youth under the age of 18 must have a parent/guardian signature on their Waiver of Liability, and also need adult supervision for the entire event.

National Pollution Prevention Week – Sept. 20-26 Be a part of the Green Solution and attend one of the 6 free events held in San Jose. At the event you will learn simple actions you can take to reduce and prevent pollution. You will be able to drop off your expired or unwanted medications for safe disposal as well as receiving a free digital thermometer in exchange for your glass mercury thermometer.  The event on Tuesday, September 21st from 10am to 1pm at the Willows Community and Senior Center is the closest site to Council District 9. Children’s Health Fair and Insurance Sign Up Day – Saturday, October 23rd 

A Health Fair and Insurance Sign-Up event will be held at Rosemary Elementary School on Saturday, October 23rd from 10:00am to 2:00pm. Every child and their families who attend Campbell Union High School, Cambrian, Union, Moreland, Campbell Union Elementary, and Luther Burbank School Districts are welcome. The Westside Schools Children's Health Insurance Collaborative is coordinating the event. There will be resource tables on Health for children as well as the opportunity to sign up for health insurance.

State–Certified enrollment staff will be at the school to assist parents with the application process to see if their children are eligible for coverage under Medi-Cal, Healthy Families and the Healthy Kids health insurance programs. All three programs provide comprehensive medical, dental and vision care. This coverage is free or low cost, and immigration status does not matter. They will also assist with the yearly re-enrollment process for those already covered by one of these programs.

Medi-Cal and Healthy Families are public insurance programs; Healthy Kids is a locally funded insurance program—the first of its kind in the nation—that covers children who do not qualify for Medi-Cal or Healthy Families.

Honoring Veterans In San Jose

On March 23, 2010, the San Jose City Council approved a new Monuments Policy. They also approved a recommendation from City staff to reach out to all local veterans to discuss how San Jose currently honors veterans and how it should be done in the future. The input from the Honoring Veterans in San Jose meeting will be used to draft further Council recommendations on recognizing U.S. Veterans.

The City of San Jose Parks, Recreation & Neighborhood Services Department (PRNS) and Office of Cultural Affairs (OCA) will host a Community Meeting to discuss how best to honor U. S. Veterans in San Jose's public spaces.
