Labor Relations Information

The City of San Jose employs approximately 5700 employees, who are represented by the eleven bargaining units (unions) below.  The City Manager's Office of Employee Relations is responsible for negotiating on behalf of the City with representatives of those bargaining units regarding wages, hours, and other terms and conditions of employment.

Negotiation Information

The City negotiated agreements that include an ongoing 10% total compensation reduction with the six (6) bargaining units listed below. In addition, the City's Executive Management (Unit 99) will also participate in the ongoing 10% total compensation reduction.

The City negotiated an agreement with the POA that includes a 10% total compensation reduction for Fiscal Year 2011-2012. As there was no agreement on whether the base pay reduction was ongoing or one-time, this issue will be submitted to binding interest arbitration under Charter Section 1111.

On May 31, 2011, the City Council approved the implementation of terms for the bargaining units listed below:

*Full Time Equivalents (FTE's) are the combined total number of budgeted full-time positions.  For example, one full-time position equals one FTE. Similarly, two half-time positions equal one FTE. In addition, the FTE numbers presented are based upon the 2011-2012 Adopted Budget.

Total Compensation Information

The information below is provided regarding the City’s total compensation.  Total compensation received by an employee includes salary and other items that are paid in cash.  However, the value of the City’s total compensation package also includes the cost of benefits, such as health insurance and retirement benefits.  In addition, the City’s benefit package for eligible employees includes paid time off, such as vacation, 14 paid holidays per year and paid sick leave.

Although the monetary value of total compensation is important, the total value of employment with the City is not captured by a total compensation analysis. There are many factors other than compensation that influence an individual’s employment decisions, including the choice of a career in public service working for the City of San Jose compared to work in the private sector.
