Department of Planning, Building and Code Enforcement
Creating and maintaining a safe, healthy, attractive, and vibrant place to live, work, and play in San José is the mission of the Department of Planning, Building and Code Enforcement (PBCE). We work closely with our community and the City Council to achieve this mission within the context of applicable regulations.

Planning Division
Planning Official Steve McHarris oversees the Planning Division, which updates and implements San José’s General Plan; reviews development proposals for zoning and environmental compliance, and obtains public input on those proposals; and administers a variety of programs. Visit our web page to learn more.

Building Division
Chief Building Official Chu Chang oversees the Building Division, which conducts plan reviews, issues building permits, and inspects projects for building code compliance. In partnership with other divisions and departments, the Building Division manages the City's Permit Center and online permit system www.sjpermits.org.

Code Enforcement
Code Enforcement Official Diane Buchanan oversees the Code Enforcement Division, which manages programs to ensure compliance with housing and neighborhood health, building and zoning codes. View our services and contact us at (408) 535-7770 if you observe a code enforcement condition that could endanger someone’s health or safety.

Development Services Partners
PBCE and the Public Works Department, Fire Prevention Bureau, and Office of Economic Development work together to enable coordinated development services to our customers and community. Visit the Development Services web page for more information.
