Proposed Budget and New Fees/Proposed Changes to Existing Fees Related to Development Projects
As part of the budget process, the City Council held a series of Study Sessions and Council Meetings, May 9-14, 2018 to discuss and receive public comments on the proposed fiscal year 2018-2019 budget, including proposed new fees and proposed changes to existing fees related to development projects. The City Council will next have a public hearing on this matter on June 11, 2018, beginning at 6:00 p.m. The public can provide comments at this hearing. Planning Division 
Planning Official Steve McHarris oversees the Planning Division, which updates and implements San José’s General Plan; reviews development proposals for zoning and environmental compliance, and obtains public input on those proposals; supports the Planning Commission; and administers a variety of programs.

Building Division 
Chief Building Official Chu Chang oversees the Building Division, which conducts plan reviews, issues building permits, and inspects projects for building code compliance. The division also oversees the Permit Center and online permitting at

Code Enforcement
Acting Code Enforcement Official Rachel Roberts oversees the Code Enforcement Division, which manages programs to ensure compliance with housing and neighborhood health, building and zoning codes.

Development Services Permit Center 
The Development Services Permit Center offers distinct and coordinated services as needed by our customers for permits issued by the Planning DivisionBuilding DivisionPublic Works Department, and Fire Prevention Bureau. Development Services also helps customers with development and use permits issued by other departments and public agencies as may be needed by specific types of projects. Learn more at
