Since taking office, Mayor Reed has been fully committed to restoring integrity, transparency and public trust in City Hall. During his tenure, the City Council has approved 32 Reed Reforms, enacted a comprehensive set of Sunshine Reforms and adopted a number of the Mayor’s Biennial Ethics review recommendations.
Under his leadership:
Council members must disclose when they meet with lobbyists;
The budget process has been opened to community input and participation;
Agendas, staff reports and policy documents are now posted at least 10 days in advance of Council meetings, ensuring that the public has time to make their voice heard before major votes; and
The City Council eliminated Councilmember’s’ officeholder accounts (which used political donations to pay for items related to city business), thereby reducing potential conflicts of interest.
These efforts are key to ensuring that the special interest groups, the lobbyists, the influence peddlers and the fixers do not run City Hall.
Government Reform & Ethics Initiatives
As a San José resident, you need to have confidence in the Mayor’s Office. The special interest groups, the lobbyists, the influence peddlers, and the fixers will not run city hall.
Reed Reforms. The Reed Reforms serve as the cornerstone to build San José into an exceptional city. As of November 1, 2009, the City Council had adopted 32 of the Reed Reforms.
Biennial Ethics Review. The Mayor conducts a biennial review to help ensure that City conducts its business in an open, fair, and ethical manner. The City's Code of Ethics and related policies and ordinances are reviewed with any necessary updates or revisions brought to the City Council for approval.
Sunshine Reform Task Force. The Sunshine Reform Task Force is committed to open, transparent government. On August 21, 2007, the City Council approved, as recommended by the Rules Committee, the Sunshine Reform Task Force (SRTF) Phase I Report & Recommendations for Closed Session (Council and RDA only), and Public Information, and directed staff to proceed with implementation on a pilot basis.
