2010-2011 Proposed Operating Budget Released
On May 3, the City Manager released the City's 2010-2011 Proposed Operating Budget and Proposed Capital Budget, which closes a $116 million shortfall in the city's General Fund budget through a combination of service cuts, layoffs and revenue increases. In addition to outlining drastic cuts throughout the city, the proposal also highlighted a number of services that could be saved if City employees agree to Mayor Reed's call for concessions in pay and benefits. "We can only close this gap if everyone works together and shares the pain," said Mayor Reed. "I know that the concessions I've asked for will be difficult for many of our employees and their families. However, without these shared sacrifices, hundreds of employees will lose their jobs and residents will lose the services they depend on."
At the April 27 Council meeting, Mayor Reed and the City Council took the first key steps to closing the City's budget deficit by approving a cut in pay and benefits for the Mayor, City Council, Council/Board Appointees, executive management, unrepresented staff and the first of the City's 11 bargaining units. The City will continue to negotiate with its unions to reduce costs and save services leading up to the June 3 deadline.

The Mayor and City Council will begin holding Budget Study Sessions this week as well as a public hearing on May 18. Mayor Reed will then incorporate his final recommendations for the 2010-2011 budget in his June Budget Message.

SJ Voters to Consider Cardroom Measure on the Ballot in June
This Election Day, residents will consider a ballot measure that relates specifically to cardrooms in San Jose: Measure K, if approved, would:
- Raise the cardroom tax rate from 13 percent to 15 percent
- Allow each cardroom to increase the number of tables from 40 to 49
- Remove the limit on the number of permisable card games by permitting any card game allowed under State law consistent with City regulations; and
- Increase the current $200 betting limit to that allowed under State law.
In addition, the City Council will retain the authority to amend or to repeal provisions in the City's Gaming Ordinance (Title 16 of the City's Municipal Code) in order to revise the City's gaming control regulations. According to the City Manager's Budget Office, Measure K could raise approximately $3 million to $5 million in new revenue annually for the City of San Jose.

Falcon Season in Full Swing at San Jose City Hall

Less than a month after Clara and Esteban Colbert's eggs began to hatch atop City Hall, Glenn Stewart of the UC Santa Cruz Predatory Bird Research Group rappelled over the top of the 18-story San Jose City Hall and into the falcon's nestbox to band the three falcon eyasses (falcon chicks).
With falcon fans and press eagerly watching as Clara and Esteban cakked and shrieked at the "intruder." Stewart banded the young falcons quickly with a colored strip that the U.S. Fish and Wildlife Service traces to collect data about the peregrine falcon population. Stewart also later announced that there were two males and one female, all in "robust" health.
