DUTIES : The Mexican Heritage Plaza Steering Committee is responsible for the development of a sustainable business model for the Mexican Heritage Plaza, with the overarching vision of making the Plaza a community arts and cultural center. The business plan will address the organizational structure, governance model, program design, and fund development plan for the MHP.
RELATIONSHIPS : The Mexican Heritage Plaza Steering Committee will present the business model as a recommendation to the City Council. The business model will be used as the framework for a future procurement process to identify a potential operator or manager of the Plaza.
QUALIFICATIONS : The groups responsible for the selection of the Steering Committee were charged with selecting members representing at least the following categories of experience, interest, and perspective:
- Non-profit/community-based organization accounting, finance, and management
- Cultural facilities management
- Latino arts, culture, and heritage
- Arts education/academics
- Philanthropy
- Community engagement and representation
- Business planning

MEETINGS :From June 2009 – May 2010, the Mexican Heritage Plaza Steering Committee met the second Tuesday of each month at 5:30 – 8:30pm. As of June 2010, Phase 2 of the Business Planning Process will require the Steering Committee to meet less frequently. Nonetheless, interested community will continue to receive updates on the progress of Phase 2 and future meetings of the Steering Committee. Email announcements for future meetings will continue to be distributed to community lists, as has been done in the past. Unless otherwise advised, the Committee will meet in the future at the Plaza in the Theatre Lobby. The date, time and location of the meetings will be posted on the Master Calendar, the Clerk’s website and the MHP website provided above. The agenda for subsequent meetings will also be available in hard copy on the City Clerk’s Brown Act Board and in the marquis at the Plaza, one week prior to the next meeting.
BENEFITS : There is no compensation for members of the Mexican Heritage Plaza Steering Committee.
POLITICAL REFORM ACT OF 1974 AS AMENDED
: The Conflicts of Interest Section of the Political Reform Act does not directly apply to the Mexican Heritage Plaza Steering Committee. However, Steering Committee members have been informed that because the Committee will develop a business plan that will be used as a framework for a future procurement process to identify a potential operator or manager for the Plaza, by virtue of their participation in the business planning process, Steering Committee members, and the organizations or businesses with which they are affiliated, are disqualified from submitting, or partnering with an organization submitting a proposal to the procurement process.
SELECTION PROCESS : Members of the Mexican Heritage Plaza Steering Committee were appointed through a selection process by five selecting bodies: an Interim membership-Based Advisory Committee (comprised of anyone who made a pledge to the Plaza), Mayfair Neighborhood Action Coalition, Gateway East Neighborhood Action Coalition, Arts Commission and the City Council.

ATTENDANCE : Committee members are expected to attend all meetings, however it is understood that conflicts for Committee members may arise. The facilitator of the business planning process will be monitoring attendance and providing materials to Committee members who may have to miss an occasional meeting.
