The San Jose General Plan Update

The General Plan is the City’s long-range plan for where and how San José will grow in the future. It identifies the appropriate locations for jobs, housing, stores and shops, parks and open space and other community facilities. The General Plan guides where streets, sewers and storm drains will go and also has policies that help the City plan for the delivery of other important City services such as fire and police protection and libraries.

Why Is the City Proposing to Update the San José 2020 General Plan?

A city’s General Plan reflects the vision for the City’s future.  The General Plan should be based on the community’s values and priorities and embrace the diverse social and cultural fabric of the community. The San José 2020 General Plan was adopted in 1994. San José has changed a great deal since then; the local economy has shifted significantly, our population has continued to diversify, and new opportunities such as the nano and biotech industries are emerging. San José also is projected to receive significant new population and job growth over the next 30 years. Because of this changing and evolving environment, it is once again time to consider our present and look to our future by updating the General Plan.

What is the Update Process?

The General Plan Update process will take approximately two years and be described in four main phases. We are currently in Phase1 – the Scoping Phase – which will end with a work plan for the update process presented for City Council approval at a Study Session on May 3. City planners are holding early meetings with the community to gather their concerns and priorities which will help the work plan.

Phase 2 – Start-up – includes conducting background research, continuing community participation and creating a vision for the General Plan.

Phase 3 – Develop and Test the Plan – is comprised of developing alternative futures for San José, conducting fiscal, environmental and other analyses, and selecting a preferred alternative.

Phase 4 – Finalize the Plan – includes creating the Draft Plan, holding public hearings and City Council approval of the Updated General Plan.
