The U.S. Congress directed the NPS to conduct a resource study of sites that are significant to the life of Cesar Chavez and the farm labor movement in the western United States. The study will recommend whether the sites meet the criteria for listing on the National Register, designation as a national historic landmark, or inclusion in the national park system; and will consider a range of approaches to resource protection and public use and enjoyment.
The first public meeting was held at the Mayfair Community Center last night.

On June 2, 2009, the San Jose City Council approved the Guadalupe/Washington Conservation Area. The Conservation Area is only the third neighborhood (after the 2004 Market Almaden and the 2007 Martha Gardens Conservation Areas) to receive this designation since the formal Conservation Area designation process was adopted by ordinance in 2004. The three other Conservation Areas previously established are Hanchett and Hester Park, Naglee Park, and Palm Haven.
