Healthy Neighborhoods Venture Fund (H.N.V.F.)

 

Seven Members, of whom three are councilmembers and four are members of the community - councilmembers are appointed annually, and community members serve until replaced.

DUTIES: The Healthy Neighborhoods Venture Fund Advisory Committee studies, reviews, evaluates and makes recommendations to the City Council and the Department of Parks, Recreation and Neighborhood Services regarding the City’s use of funds received annually from the year 2000 national settlement with tobacco companies. The Advisory Committee recommends criteria and process before the funding cycle, reviews all applications for funding that meet eligibility criteria and makes recommendations to the City Council on which projects should be funded each year.

RELATIONSHIPS: The City Council is the final decision-making body. The Advisory Committee serves as a consultative body to the City Council.

QUALIFICATIONS: Three members of the seven-member Advisory Committee are Councilmembers appointed by the Mayor and approved by the City Council. The remaining four members of the Advisory Committee must be residents of San Jose and should not be affiliated with any organization or agency that could receive potential funding.

MEETINGS: The Committee meets approximately five to six times a year, usually on Wednesdays at 4:00 P.M., and usually at City Hall. Committee Members spend three hours attending the meetings and an additional 15 to 20 hours reviewing applications before making recommendations on agencies to be funded.

BENEFITS: There is no compensation for serving on the Healthy Neighborhoods Venture Fund Advisory Committee. However, from time to time, Committee Members may be reimbursed for some expenses incurred on City business.

POLITICAL REFORM ACT OF 1974 AS AMENDED: The Conflicts of Interest section of the Political Reform Act applies to the Healthy Neighborhoods Venture Fund Advisory Committee; Advisory Committee Members are required to file a Statement of Economic Interests.

APPOINTMENT PROCESS: Individual nominations to the Advisory Committee are made by Council members to the Mayor. The Mayor nominates the full Advisory Committee, which must be approved by the City Council.

ATTENDANCE: Advisory Committee members are expected to attend all Committee meetings.
