Healthy Neighborhoods Venture Fund (H.N.V.F.)

The City of San José anticipates receiving over $250 million from the national settlement with tobacco companies beginning in the year 2000. In March 2000, the City Council approved the Mayor’s recommendation to use these funds for investing in “healthy neighborhoods for future generations,” hereafter referred to as the Healthy Neighborhoods Venture Fund (H.N.V.F.). The City Council directed Administration to distribute funds each year through a public competitive process using the following allocation categories: Tobacco-Free Community / Health, Education / Health and Senior Services / Health.

An Advisory Committee made up of three (3) Councilmembers and four (4) members of the community was formed to assist in the review of applications for the Healthy Neighborhoods Program and make annual recommendations to the City Council for the expenditure of the funds. H.N.V.F. funding was first awarded in January 2001.
