DUTIES: The Healthy Neighborhoods Leadership Committee sets policy direction, facilitates interagency collaboration, evaluates emerging trends and assists in advancing the goals of the Healthy Neighborhoods Strategic Work Plan. The Committee promotes collaboration with other entities having similar interests in improving the well-being of the San José community. The committee also makes recommendations for the disbursement of Healthy Neighborhoods Venture Fund (HNVF) grants.
RELATIONSHIPS: The Leadership Committee serves as a consultative body to the City Council. The City Council is the final decision-making body for HNVF grant awards.
QUALIFICATIONS: Two members of the seven-member Leadership Committee are Councilmembers appointed by the Mayor and approved by the City Council. Of the remaining five members of the Leadership Committee, two are community members-at-large, and the other three are members of partner organizations. These five members must reside or work in San Jose and should not be affiliated with any organization or agency that could potentially receive HNVF funding. The Leadership Committee members must demonstrate knowledge of issues in San José and have experience in addressing community needs. They must also be able to communicate effectively, both verbally and in writing.
MEETINGS: Regular meetings of the Leadership Committee are held bimonthly at 4:30 p.m. on the third Thursday of the month in the San José City Hall Council Chambers. Special meetings may be called by the Chair, or by a majority of Committee members, when the business of the Committee requires it.
ATTENDANCE: Leadership Committee members are expected to attend all Committee meetings.
BENEFITS: There is no compensation for serving on the Healthy Neighborhoods Leadership Committee. However, from time to time, Committee members may be reimbursed for some expenses incurred on City business.
POLITICAL REFORM ACT OF 1974 AS AMENDED: The Conflicts of Interest section of the Political Reform Act applies to the Healthy Neighborhoods Leadership Committee; Leadership Committee members are required to file a Statement of Economic Interests.
APPOINTMENT PROCESS: Following posting of a Notice of Vacancy, all applications submitted to the Clerks Office by the deadline will be forwarded to the Department of Parks, Recreation and Neighborhood Services (PRNS). Successful applications will be forwarded to the City Attorney for a Conflict of Interest review. Applicants that pass the Conflict of Interest review will be asked to appear for an interview. Following interviews, a list of qualified applicants will be submitted to the City Manager’s Office. The list will then be forwarded to the Rules Committee of Council either with or without a supplemental recommendation. The City Council will make the final appointment to the Committee based on Rules Committee recommendations.
