Title 20 (Zoning Code) Update, Community Meeting, Project Nos. PP23-007

Meeting Purpose:  To describe the applicant’s proposed project, the City’s review process, and to obtain community input on proposed Zoning Code Update. Comments, concerns, and questions raised at this meeting will become part of the public record and will help inform the project’s design as it moves forward in the review process. There are continued opportunities throughout the permit process to publicly comment on the project as illustrated in the permit process chart below.

The below changes help ensure that the Zoning Ordinance is consistent with Statewide guidelines and aligns with goals and policies of Envision General Plan 2040. No specific development proposals are part of this amendment to Title 20.

 

Project Description:

File No. PP23-007: The proposed Title 20 (Zoning Ordinance or Zoning Code) updates include the following:

  1. The proposed changes will update single-family residential development standards to clarify:
    • Pedestrian access improvements to be allowed within side setbacks.
    • Retaining walls to be allowed within setback areas.
    • Rear yard coverage calculations to not include overhangs.
  2. Add new use related to indoor sales of zero emission vehicles within the Downtown zoning districts.
  3. Add new Code section to allow for the condominium sale of ADUs in accordance with Assembly Bill No. 1033 (AB-1033).
  4. Amend Parking Chapter to rectify long-term and short-term bicycle parking dedicated to residential projects and ensure consistency with prior approvals.
  5. Amend Permanent Supportive Housing code to:
    • Include references to the state bills for compliance.
    • Update the definition of Permanent Supportive Housing to match the State’s definition; properties with at least 25 percent units dedicated to permanent supportive housing to be considered permanent supportive housing project.
