The following is information about the City of San José’s response to slow and reduce the spread of COVID-19 and support our most at-risk communities.

Updates on City of San José Services and/or Operations

  • City Holiday on Monday, October 12: The City’s Emergency Operations Center (EOC) will continue operating while most noncritical City services will be closed in observance of Indigenous Peoples’ Day. Public safety and utility services will operate during the holiday. There will also not be a San José City Council meeting on Tuesday, October 13.
    • Customer Contact Center (San José 311): The City’s Customer Contact Center (San José 311) will be closed on this City-observed holiday. An answering service will provide information and assistance to callers on October 12. Non-emergency requests requiring follow-up will be routed to the proper department and handled during open business hours. 
    • Library and Community Centers: Access to the interior of City community centers and libraries remains closed due to the current pandemic. However, library items can be requested through the library’s new service, SJPL Express Pickup. This service will not be available Monday, October 12. 
    • Garbage and Recycling Service: Garbage and recycling service collection scheduled for Monday, October 12, will occur as usual. Residents can contact their garbage, recycling, or yard trimmings company to report missed collections, damaged carts, or to change cart size.   • Grant Application Open for Nonprofit Organizations from City of San José Coronavirus Relief Fund: The City of San José Emergency Operations Center (EOC) is releasing a grant application for nonprofit organizations that serve San José communities negatively impacted by the COVID-19 pandemic. The City has made approximately $3.3 million of federal coronavirus relief funding available to nonprofit organizations to cover expenses related to this public health emergency.

    This grant can fund outreach and education around COVID-19, health and mental health services, case management, legal assistance, and distance learning pods. It will utilize a racial equity lens with high priority given to organizations serving six specific zip codes within San José and/or populations disproportionately impacted by the pandemic. Grants may be used to reimburse expenses specifically due to the COVID-19 public health emergency and allowable by the federal government.     Applications will be accepted via the WebGrants portal from Wednesday, Oct. 7 through Thursday, Oct. 15 at 5 p.m. Information sessions will be held via Zoom on Thursday, Oct. 8 at 5 p.m. and Tuesday, Oct. 13 at 11 a.m. Register today.

COVID-19 Testing, Tracing, and Support Services  

If you need a COVID-19 test, don’t wait! A high rate of testing helps identify and stop the spread of COVID-19 cases, and is one of the factors that is helping our county reopen under the new State regulations. Some testing sites are listed below, but there are many more throughout the county. For a full list of COVID-19 testing sites in Santa Clara County, go to www.sccfreetest.org or call 2-1-1.  

The County offers support options for people who test positive or have been in contact with someone who is COVID-19 positive. If you need help with food, bills, or a place to stay while you isolate or quarantine, please call 408-808-7770 to learn about support services from the County of Santa Clara. 

  • Appointments Available for Testing in San José, Campbell, and Palo Alto: Getting tested for COVID-19 is convenient and easy, and now there’s more lead time offered for scheduling an appointment through an improved online portal. Appointments can now be made at the rotating city-based sites a week in advance, and five days in advance at the ongoing Santa Clara County Fairgrounds operation. Appointments can be made at www.sccfreetest.org, where you can also find a complete list of testing options. Valley Medical Center testing sites can now provide automated results via text message – often as soon as the day after the test is administered.

Updates from the State and County

  • Revised Risk Reduction Order Could Allow More Businesses to Open Indoor Operations: Santa Clara County Public Health has announced the possibility of the county moving into Tier 3/Orange, the next tier of the State’s Blueprint for a Safer Economy, possibly as soon as Oct. 14. The County will announce whether we can move into the new Tier one way or another on Oct. 13.  

    To better align local and State regulations, a revised Risk Reduction Order will allow more businesses to resume indoor operations if the county moves into the Tier 3/Orange:

    • Indoor dining: Up to 25% capacity or 100 people, whichever is fewer.
    • Movie theaters, churches, and other political, religious, and cultural gatherings: Up to 25% capacity or 100 people, whichever is fewer. Live theater is still not allowed.

The County will soon issue specific “mandatory directives” for safe operations that must be followed in Santa Clara County, and we will share as soon as they are issued.   

Additionally, all businesses will need to submit new Social Distancing Protocols within 14 days of when the Revised Order takes effect. A revised template will be available soon at https://www.sccgov.org/sites/covid19/Pages/social-distancing-protocol.aspx
