FLASH REPORT #205 - COVID-19 Response and Recovery

The following is information about the City of San José’s response to slow and reduce the spread of COVID-19 and support of an equitable recovery to a “Better Normal.”

Updates on City of San José Services and/or Operations
  • San José City Hall, City Offices to Close March 31: Most City services will be closed in observance of the César Chávez Day holiday on Thursday, Mar. 31. Public safety and utility services will operate during the holiday.

    • Customer Contact Center (San José 311): The City’s Customer Contact Center will be closed. An answering service will provide information and assistance to callers. Non-emergency requests requiring follow-up will be routed to the proper department and handled during open business hours. 

    • San José Public Libraries: All library locations will be closed. The Library’s online collection, eLibrary card registration, eLearning resources, and streaming services are always available at sjpl.org.

    • San José Community Centers and Regional Parks: All City community centers will be closed. There are no park closures. Stay up to date on seasonal closures.

    • Garbage and Recycling Service: Garbage and recycling service collection scheduled for Thursday, Mar. 31, will occur as usual. Visit www.sanjoseca.gov/311 to report missed collections, damaged carts, or to change cart size. Visit www.sjenvironment.org/lookup to locate your collection companies.

    • San José Food Distribution During César Chávez Holiday: Please note the following food and meal distribution changes for the César Chávez holiday Thursday, Mar. 31:

      • Senior Nutrition Program sites will be closed. Senior Nutrition Program sites will re-open on Friday, Apr. 1. 
      • Meals On Wheels will deliver as normal on the César Chávez Holiday.   
      • Residents can access information regarding food distribution every Monday by using the City’s Food Distribution Toolkit. The next update will be released on Monday, Apr. 4.

      Spring Break for most school districts will take place over the next three weeks. Spring break dates and contact information for each school district can be found in the Food Distribution Media Toolkit.

    • To get food, contact Second Harvest of Silicon Valley:

      • Call 1-800-984-3663 Monday – Friday, 8 a.m. to 5 p.m. 
      • Their staff speaks English, Spanish, Vietnamese, Cantonese, Mandarin and Tagalog. Three-way interpretation is available for other languages. 
      • Text ‘FOOD’ to 876-876 
      • Get Food – Second Harvest

      After hours – Call 211. It’s free, confidential and available 24/7 in multiple languages. Operated by United Way Bay Area.
  • Masking Mandate Lifted: Mandatory masking for employees and guests in City facilities has been lifted as of March 28. Masking in all indoor public spaces is still strongly recommended for all City employees and guests.
  • Deadline for Emergency Rental Assistance: All applications for emergency rental assistance must be submitted by Thursday, Mar. 31. If any individual or household has struggled to pay rent during the pandemic, they should apply for emergency rental assistance by March 31 at https://housing.ca.gov. The City’s Eviction Prevention Help Center will be open from 9 a.m. to 6 p.m. on Thursday, Mar. 31, to assist anyone who needs help with the application. The Eviction Prevention Help Center is located in the Franklin-McKinley School District office at 645 Wool Creek Drive in San José. People needing help can also call the Eviction Prevention Help Center at 408-975-4444.
  • Event Capacity Update at San José Community Centers: Indoor events at community centers no longer have capacity limits, including facility rentals. The use of face coverings inside City facilities is strongly recommended.

  • Hybrid Senior Nutrition Program Model Offered at San José Community Centers: Starting on Monday, Apr. 4, the Senior Nutrition Program will offer a hybrid model for seniors 60+ with an option of in-person dining or pick up and go meals at participating community centers. Curbside pick-up will no longer be available.  

    Participants must make a reservation and have a yellow nutrition card to attain a meal. To obtain a yellow nutrition card and more information about meal serving times, residents should contact their local community center.

Update from the Federal Government
  • Second Booster Now Recommended for Certain Individuals: The Centers for Disease Control and Prevention (CDC) has updated its recommendations to allow certain immunocompromised individuals and people over the age of 50 to be eligible for another booster to increase their protection against severe disease from COVID-19. Those newly eligible should have received their initial booster dose at least four months ago. 
COVID-19 Vaccine and Testing
  • No Appointment Necessary for COVID-19 Vaccinations: The vaccine clinic locations listed below do not require advance appointments, however, capacity and wait times may vary. Appointments are strongly encouraged and can be made at www.sccfreevax.org. Vaccinations are free, and no insurance or proof of immigration status is required. Anyone age five or older is eligible. Staff will be onsite to support language needs and disability access. Individuals seeking vaccination are encouraged to arrive at least one hour before closing time. Additional clinic dates and locations are added frequently, check www.sccfreevax.org for the most up-to-date information. For Santa Clara County locations outside of San José, visit the County’s vaccinations web page.

    A first booster shot is now recommended for everyone 12 and older and available to those who received Pfizer or Moderna for their second dose at least five months ago or who received the Johnson & Johnson vaccine at least two months ago. The Pfizer booster dose is available to anyone 12 and older; the Moderna booster is available to anyone 18 and older.

    All County sites are now administering a second booster recommended for certain immunocompromised individuals and people over the age of 50 who received their first booster at least four months ago.

    At the sites where there are **, vaccines for 5-11 are not available.

    To report any suspicious COVID-19 testing locations or activity, please contact the Santa Clara County COVID-19 concerns line at 408-961-5500 or submit your concern online at scccovidconcerns.org.

    County test sites provide COVID-19 tests free of charge, regardless of immigration status, and no doctor’s note is needed. For people without COVID-19 symptoms, the County currently offers indoor and drive-through sites. People with symptoms are directed to drive-through sites to reduce the chance of getting others sick.

    All healthcare systems are required by Order of the Santa Clara County Health Officer to offer a COVID-19 test to persons with any symptoms of COVID-19, persons who have been exposed to a person who has tested positive for COVID-19, or persons who are required or recommended to have a COVID-19 test under State or county guidelines.     All available test sites are mapped on the County’s website at www.sccfreetest.org. The site is available in English, Spanish, Vietnamese, Chinese, and Tagalog. Information is also available by calling 2-1-1.
