Staff Biographies

Eddie J. Aubrey, Independent Police Auditor

Mr. Aubrey was appointed as the Independent Police Auditor for San Jose in April 2024. With over four decades of experience in both prosecution and civilian oversight, he possesses a profound understanding of the legal system and its requisite standards. In 2009, he became the inaugural Independent Reviewer (Police Auditor) for the Office of Independent Review (OIR), overseeing the Fresno Police Department. Since 2016, he has served as the Civilian Oversight Manager leading the Office of Professional Accountability (Internal Affairs) for the Richmond Police Department, where he managed a team investigating police misconduct. His previous roles include Chief Prosecuting Attorney for Renton, WA; Prosecuting Attorney for King County, WA (Seattle); Public Safety Director for Tacoma Community College; seven years as a Judge, pro tem; and fourteen years in law enforcement in Southern California. Mr. Aubrey has been a member of the National Association for Civilian Oversight of Law Enforcement (NACOLE) since 2009 and is a NACOLE Certified Practitioner of Oversight (CPO). He earned a Bachelor of Arts in Business Management from the University of Phoenix and a J.D. from Seattle University School of Law. He has been an active member of the Washington State Bar Association since 1997.

Vivan Do, IPA Senior Analyst
Ms. Do joined the office of the IPA bringing specialized experience in information technology. She is appreciative of the conducive work environment at the IPA, which allows her to concentrate her technical abilities on tasks related to computers and technology, including data analysis, database management, and desktop publishing. Ms. Do received a Bachelor of Science in Management Information Systems from San José State University in California. 

Catherine McBain, IPA Analyst II
Catherine McBain is a San Jose native who joined the office of the IPA in June 2023. Coming from the library, she has experience with community outreach and collaboration and works diligently to continue to build community trust and partnerships. Catherine has a bachelor's degree in English Literature from DePaul University and a J.D. from Emory University School of Law.

Frank Myhre-Nunes, IPA Analyst II
Frank Myhre-Nunes joined the IPA in February of 2024. His background includes working as a Business Development Analyst for the large corporate law firms Wilson Sonsini, and most recently, 
Gibson, Dunn & Crutcher. Prior to that he was a legal intern for the San Francisco Department of Police Accountability. Frank has a bachelor's degree in criminal justice from San Francisco State University, and a J.D. from Golden Gate University School of Law.

Rocio Solis, Office Specialist II
Rocio Solis has over 14 years of experience in the customer service and management field. Her background has primarily consisted of helping the underserved community in the financial field. The better part of her professional career has included a great deal of outreach efforts, to ensure her community is well informed, which she is looking forward to continuing to do within our office.
