Maps Commonly Used for Planning

Here are maps of common interest and to help identify property designations, permit issuance, and code violations. Find more maps at the Public GIS Viewer.

Several of the maps listed here can help you identify property designations and characteristics as may be required when proposing a development project:

  • For an improvement to a home or business - Use maps below to check the zoning and determine if the property has a historical designation. You may want to check existing planning/building permits and whether a code violation exists, which may need resolution before a building permit can be issued.

  • For a large development or new use proposal - Use maps below to check the zoning and General Plan land use designation, and whether the parcel is located in any Area Plans, Specific Plans or Planned Growth Areas & Urban Villages. Depending on the project, you may want to identify height limits for locations in the airport vicinity or note the location restrictions for a use that involves off-sale alcohol.

Maps Showing a property's characteristics or designations

  • Airport Vicinity Height Limitations Map - Shows the specific height limitations for properties in the San Jose International Airport Influence Area.

  • Alcohol Sales Limitations & Off-Sale Alcohol Map - Learn about "areas of undue concentration" where the issuance of new alcoholic beverage licenses is prohibited unless the City makes a determination of public convenience or necessity. View the Off-Sale Alcohol Map.

  • Neighborhood and Business Associations Map - This page provides instructions on using the map, which shows the geographic areas and contact information for neighborhood associations and business associations in San José, or skip to the map.

  • City Council Districts Map - Read about the formation of council district boundaries and find your parcel on the interactive Council District Map.

  • General Plan Map - Shows the land use designation assigned to parcels as outlined in the Envision San José 2040 General Plan, the City's blueprint for growth. This tells you what kind of development and density is allowed on a parcel. These designations typically supersede zoning designations if they differ (ADUs and affordable housing projects are the exception). 

  • General Plan Planned Growth Areas Diagram (includes urban villages) 

  • Historic Resources Map - Shows designated historic districts and areas.

  • San José Planning Areas Map - Shows the 15 planning sub-areas of San José. The Planning Division tracks land use and development activity data for each of these areas, including the status of vacant land

  • Priority Development Areas - Read about Plan Bay Area and view the map of Priority Development Areas (PDAs) in Santa Clara County. 

  • Tract and Parcel Maps - This is the County Surveyor Record Index tool where you can find tract and parcel maps. If you are looking for easements, these may show up on tract and parcel maps, but a more accurate source of easements is the title report associated with the purchase of the property.

  • Vacant Land Inventory Map - The vacant land inventory provides an overview on the rate of development of vacant land in San José, and the amount of remaining vacant land within the City's Urban Service Area. 

  • Zoning Map - Shows the zoning designations of a parcel. If you are proposing a new use for a parcel, always also check the General Plan Map for the land use designation, which supersedes the zoning designation.
