Progress

Based on the 2023 City of San José Homeless Point in Time Count, more than 6,250 people are unhoused in the City on any given day, including nearly 4,500 who live outdoors. To develop and implement comprehensive solutions to homelessness, the City collaborates with the County, regional entities, and nonprofit partners to address the root causes of homelessness and move people from homelessness to housing.

Plans

In 2020, the City of San José was part of a diverse set of public and private entities, non-profit organizations, and community members with lived experience of homelessness to adopt a shared regional vision for homelessness in Santa Clara County. The Santa Clara County Regional Community Plan to End Homelessness 2020-2025 was adopted in late spring of 2020. The Regional Plan is built on three core strategies:

(1) Address the root causes of homelessness through system and policy change.
(2) Expand homelessness prevention and housing programs to meet the need.
(3) Improve quality of life for unsheltered individuals and create healthy neighborhoods for all.
