Proposed General Plan Amendment, Planned Development Rezoning & Planned Development Permit at 1669 Monterey Road, File Nos. GP21-001, PDC22-005 & PD22-010/ER21-311

Meeting Purpose:  To describe the applicant’s proposed request, the City’s review process, and to obtain community input on the proposed requests located at two parcels at 1669 Monterey Road (APNs 456-02-019 and 456-02-020) comprising approximately 1.76 acres in San José. Comments, concerns, and questions raised at this meeting will become part of the public record and will help inform the project’s design as it moves forward in the review process. There are continued opportunities throughout the permit process to publicly comment on the proposed request as illustrated in the process chart below.

Proposed requests:

General Plan Amendment (GP21-001) to change the existing 2040 General Plan Land Use/Transportation Diagram where one part has an existing designation of Heavy Industrial (HI) and another part is Combined Industrial/Commercial. The proposal is to make the Land Use Designation Combined Industrial/Commercial on the whole 1.76-gross acre site.

Planned Development Rezoning (PDC22-005) to allow the project site to be rezoned from Heavy Industrial planned development to a CIC(PD) Planned Development Zoning District.

Planned Development Permit (PD22-010) to allow the demolition of an existing motel (Casa Linda Motel, consisting of six commercial structures totaling approximately 24,000 square feet), the removal of trees, and the construction of a five-story, 120-guestroom hotel (Fairfield Inn & Suites) within the Monterey Business Corridor Growth Area.

Staff Review: Staff have completed an initial review of the proposed land use amendment request and found it to be inconsistent with Envision San José 2040 General Plan Major Strategies, goals, and policies. For the General Plan Amendment, staff will not recommend approval to the Planning Commission and City Council.
