We are seeking feedback from both tenants and landlords to evaluate the Program’s effectiveness and ensure its continued success.

History of the Rent Stabilization Program
The Rent Stabilization Program was adopted in 1979 by the City Council. The ordinance creating the Rent Stabilization Program is known as the Apartment Rent Ordinance. It limits the amount a tenant’s rent may increase each year. It applies to apartment buildings with three or more units built before September 1979. The Tenant Protection Ordinance was added in 2017. It requires a just cause for evictions. These ordinances, and others that comprise the Rent Stabilization Program, help ensure San José residents have safe and affordable places to live while landlords are able to get a fair return on their properties.
