Meeting Purpose: To describe the proposed project, the City’s project and environmental review process, to obtain community input, and to provide an overview of issues to be discussed in the Environmental Impact Report (EIR) analysis to comply with the California Environmental Quality Act (CEQA) relative to the General Plan Amendment and Planned Development Rezoning on four City-owned sites comprising seven parcels and two street vacations along Coleman Avenue and West Hedding Street. Comments, concerns, and questions raised at this meeting will become part of the public record and will help inform the project’s design as it moves forward in the review process. Public input on the scope of the EIR is encouraged to ensure that all relevant environmental issues are addressed. The Notice of Preparation (NOP) of the EIR is being circulated for public review and comment on the proposed rezoning from Monday, August 21, 2023, to Tuesday, September 19, 2023, at 5:00 p.m., and is available on the Planning Division’s Environmental Review webpage under the project name “GPA and PD Rezoning for Coleman and Hedding Commercial Development Project” (and file numbers GP18-012, PDC22-009, and ER23-056) at the following link: www.sanjoseca.gov/ActiveEIRs. Verbal comments on the NOP will be accepted at the community/scoping meeting and written comments will be accepted until 5:00 p.m. on Tuesday, September 19, 2023. There are continuous opportunities throughout the permit review process for public comment on the project and EIR as illustrated in the process chart below.
Proposed project: The project is a City-initiated General Plan Amendment to change the Envision San José 2040 General Plan land use designation from Open Space, Parkland, and Habitat to Combined Industrial Commercial and a Planned Development Rezoning (PDC23-009) to change the Zoning Districts from OS Open Space, LI Light Industrial, and R-2 Two-Family Residence Zoning Districts to the OS(PD) Planned Development Zoning District with exceptions for maximum height, allowed uses, open space requirements, and other requirements in accordance with the Federal Aviation Association Inner Safety Zone regulations on four City-owned sites comprising seven parcels and two street vacations totaling approximately 11.37-gross acres.
